This document is an Amendment (No. 3) to a Standard Professional Services Agreement between the Florida Department of Transportation (FDOT), specifically FDOT District 5, and BCC Engineering, LLC for a project in Orange County. The contract (CAD41) involves design and plans preparation services for safety upgrades on SR 527 from Clay Avenue to S. Orlando Avenue, including a roundabout project with a Financial Project ID of 445691-1-32-01.

The amendment adds additional funding of $311,795.00, bringing the total maximum limiting amount to $1,848,319.00. The supplemental work includes expanded design efforts across multiple tasks such as project management, roadway analysis, environmental analysis, structures, signalization, lighting, survey, geotechnical services, and 3D modeling. Specific additions involve developing temporary traffic control plans, pedestrian movement accommodations, cultural resource meetings, signal timing development, conduit and pull box planning, and additional coordination with various stakeholders. The amendment covers both the original project (-1) and a secondary project phase (-2), providing extra resources to complete comprehensive design and documentation requirements for the transportation infrastructure improvement.

Amendment No. 3

1.0 PURPOSE

BCC Engineering, LLC (“CONSULTANT”) has been retained by the Florida Department of Transportation (“DEPARTMENT”) to perform design and plans preparation services for the safety upgrades of SR 527 from Clay Avenue to S. Orlando Avenue in Orange County. This Supplemental Agreement is to provide additional efforts for lighting, temporary signal design, temporary structures, roadway, environmental analysis, 3D Modeling, coordination, geotechnical and project management services not initially included in the original design contract. Detailed description of the additional work is provided in the following sections and the Staff Hour Forms.

2.0 SERVICES TO BE PROVIDED BY THE CONSULTANT

Services provided in this amendment are related to additional design and additional coordination with external stakeholders for the roadway, MOT, drainage, temporary signalization, SPM, lighting and 4F park interests. Additional project oversight time is needed to complete this project through the end of the service date. The original contract did not include some analysis and final plans development required to complete the project plans for NexGen delivery as based on recent staff hour guidelines. Credits were applied as needed in various sections. New analysis is required for the temporary lighting and temporary signal conditions for the roundabout MOT plan development to provide better construction areas to improve the overall quality of the construction. Survey supplemental time will be replenished to better address any additional right of way requests.

A-2

Task 3 Project General Tasks

This effort includes additional meetings and coordination not negotiated in the original contract. This includes ROW parcel by parcel meetings, and project management efforts for contract maintenance or project documentation that was not included in the initial contract. Specifically includes the complete setup and maintenance of files, electronic folders, developing technical monthly progress reports, schedule updates, compilation of documents, and submittal of project documentation. Additional time for coordination with UOAs on lighting and to document bicycle alternatives.

Task 4 Roadway Analysis

Hours for additional level of effort (Project -1) for the TTC design associated with the roadway widening design, including adjustments needed to accommodate pedestrian movements, and for the correction of the effort required to produce quantities and a submittal that is compliant with the requirements that were current at the time the scope was developed.

For the -2 Project, includes hours for additional design efforts, including the development of new TTC phases of construction, for the additional design effort to accommodate pedestrian traffic, and for the correction of the effort required to produce quantities and a submittal that is compliant with the requirements that were current at the time the scope was developed.

Task 5 Roadway Plans

This effort includes the production of additional TTC sheets for -1 Project, the production of additional vehicular detours and pedestrian detours that were not originally foreseen, and development of TTC pedestrian details for the construction of new bus pads added to the design.

For the -2 Project, this effort includes the production of additional roadway design detail sheets/panels needed, the production of additional TTC sheets for the new construction scheme, the production of additional vehicular detours and pedestrian detours that were not originally foreseen, and the development of critical sections required to produce a level 2 TTCP.

Task 6 Drainage Analysis

Hours for additional design efforts for additional storm drains, inlets, and additional proposed pipe segments and additional MOT Drainage Analysis for phase construction of roundabout.

Task 8 Environmental Analysis & Reports

Supplemental funding for the cultural resources meeting and CRAS Survey support for 445691-1 and -2.

These for meetings previously held and those we know will be upcoming. Only a couple hours of these meetings were initially included in the scope/budget for cultural resources.

Task 9 Structures Summary

Hours for a field visit, coordination with Geotech, Signalization, and Roadway as well as hours for meetings, QAQC, and supervision.

Task 18 Structures – Miscellaneous

A-3

Design the proposed temporary strain poles and span wire (box configuration) as well as evaluations of the existing strain pole to be re-used.

Task 19 Signing & Pavement Markings Analysis

Additional hours for S&PM quantities for the EQ Report and cost estimates associated with new updated EQ Report for both projects. Sign panel design analysis for the -2 project.

Task 20 Signing & Pavement Markings Plans

Update plans for multi-post signs.

Tasks 21/22 Signalization Analysis & Plans

Prepare temporary signalization plans for SR 527 at Clay Avenue. Plan sheets to be provided for Phases 1 through 5 of the roundabout construction traffic control plans. Develop basic signal timings (yellow clearance, all red, and pedestrian clearance) for temporary traffic signals for five construction phases.

Task 23 Lighting Analysis

Additional hours for conduit and pull boxes plan set, references and master design files for both projects.

In addition, the supplemental time includes meetings with maintaining agencies.

Task 24 Lighting Plans

Additional hours related to conduit and pull boxes plan set, pole data and criteria for both projects. In addition, the supplemental time includes meetings with maintaining agencies.

Tab 27 Survey

Survey hours for office work and field work to replenish supplemental time in case of new assignments for the -1 project. The previous hours have been used and these will be available in case of new assignments. For the -2 project the hours have not been used and are not changed.

Tab 35 Geotechnical

Perform field and laboratory work for Temporary Strain Poles to obtain SPT information including stake borings and obtaining utility clearance. Coordinate and develop TTCP and obtain a permit from City of Orlando to perform the work. Develop and submit a report on the design parameters and detail the soil borings for the plans.
