About this file

This document is an Amendment (Amendment No. 2) to a Standard Professional Services Agreement between the State of Florida Department of Transportation (FDOT) and BCC Engineering, LLC. The contract is specifically for FDOT District 5 in Orange County, with the original agreement (CAD41) executed on 5/11/2021 and this amendment executed on 9/19/2022. The project involves the SR 527 from Clay Avenue to S. Orlando Avenue Road Diet and Roundabout project.

The amendment increases the total maximum limiting amount of the contract by $18,869.00, raising the total from $1,517,655.00 to $1,536,524.00. The additional funds are allocated to provide supplemental signal design services not initially included in the original contract. Key modifications include adding mast arm design, avoiding private property right-of-way impacts, and coordinating signal designs to be compatible with an adjacent project. The amendment specifically addresses challenges with the original span wire signal configuration, which did not meet design criteria due to projected loads exceeding allowable span wire sizes. The contract involves multiple subconsultants, with BCC Engineering, LLC and Faller, Davis & Associates, Inc. receiving the majority of the additional funding.

Amendment No. 2

1.0 PURPOSE

BCC Engineering, LLC (“CONSULTANT”) has been retained by the Florida Department of Transportation

(“DEPARTMENT”) to perform design and plans preparation services for the safety upgrades of SR 527 from Clay Avenue to S. Orlando Avenue in Orange County. This Supplemental Agreement is to provide additional signal design services not initially included in the original design contract. Detailed description of the additional work is provided in the following sections and the Staff Hour Forms.

2.0 SERVICES TO BE PROVIDED BY THE CONSULTANT

Additional services provided in this amendment are related to the additional design and coordination for the design of the intersection configuration at US 17/92 and Orange Avenue (SR 527). The original contract accounted for analysis and design of a span wire signal configuration.

Since the execution of the original contract, the span wire signal configuration was analyzed and the layout and structural design for that solution didn’t not meet design criteria. The projected loads exceeded the allowable span wire size available. Furthermore, the coordination with the adjacent project on US 17-92

(FPID 408429-2) revealed the signal designs for both projects were not compatible. This amendment is to add mast arm design, avoid private property right of way impacts, and to coordinate compatible with the adjacent project.

Task 3 Project General Tasks

This effort includes additional meetings and coordination not negotiated in the original contract. This includes meetings for FDOT and the City of Winter Park. This also includes review of agreements with the City of Winter Park and adjacent project coordination.

Task 9 Structures - Summary, Misc. Tasks, Dwgs.

Additional time for QA/QC and Supervision of the signal structural design effort.

Task 18 Miscellaneous Structures

This task is being modified to provide for mast arm structural design. There is an offset credit for the strain pole design effort not used.

Task 21 Signalization Analysis

This task is necessary for alternative signalization concept analysis due to lack of available right-of-way on the northwest corner of the intersection. The scoping information to implement box span layout per technical scope could not be followed due to the project constraints. The analysis required additional coordination to avoid utilities and to ensure compatibility with the adjacent project.
