Amendment No. 1
1.0 PURPOSE
BCC Engineering, LLC (“CONSULTANT”) has been retained by the Florida Department of Transportation
(“DEPARTMENT”) to perform design and plans preparation services for the safety upgrades of SR 527 from Clay Avenue to S. Orlando Avenue in Orange County. This Supplemental Agreement is to provide additional design services, roadway and lighting services not initially included in the original design contract. Detailed description of the additional work is provided in the following sections and the Staff
Hour Forms.
2.0 SERVICES TO BE PROVIDED BY THE CONSULTANT
Additional services provided in this amendment are related to the additional design and coordination for the design of the roundabout and the intersection configuration at S. Orlando Avenue. The original contract accounted for the analysis of one roundabout option at Clay Avenue and following the recommendations of the Safety Study. The contract also anticipated all improvements a S. Orlando Avenue to be within the existing curb line.
Since the execution of the original contract, two alternatives have been added for the roundabout as a result of coordination with Central office and review from the Roundabout committee. Several different approaches were discussed and the evaluation of two was requested by District 5.
At the in intersection of S. Orlando Avenue, the configuration has changed due to a traffic analysis and coordination with the City of Winter Park. Since the City owns the ROW north of the intersection, their input is required.

Additionally, District 5 has added a new process for a safety evaluation that involves meetings and coordination with a safety committee to maximize the benefit of the improvements to the road system.
Task 3 Project General Tasks
Includes additional meetings not negotiated in the original contract. This includes meetings for both roundabout and safety coordination. An additional public involvement display is required to share both roundabout options with the public at the request of District 5.
Task 4 Roadway Analysis
Evaluation is required for the two roundabouts and some items related to the evaluation of the roundabout that were initially thought to have been done during the safety study, including but not limited to, ROW impact comparisons, design vehicle evaluation, and central office coordination.
A safety analysis was performed, and some new design features added to the project. This includes an elevated cross walk and bike ramps for entrance/exit points to the roadway.
Additional temporary traffic control (TTC) analysis is required due to the widening at S. Orlando Avenue.
Meetings were added for the above items for coordination.
Task 5 Roadway Plans
Additional sheets and details are needed for TTC, the elevated cross walk, and the entrance/exit ramps for the bikes.
Task 23 Lighting Analysis
Perform an analysis for the relocation of exiting lighting as a result of the widening at the intersection with S. Orlando Avenue.
Task 24 Lighting Plans
Additional plans and details needed for the relocation of exiting lighting as a result of the widening at the intersection with S. Orlando Avenue.
