INTERSECTION LIGHTING STUDY FOR STATE ROADS IN THE CITY OF TAMPA

HILLSBOROUGH COUNTY

I. DESCRIPTION

The above-described Consultant Agreement provides for the issuance of Task Work Orders for design services relating to specific Department requests. This Task Work Order provides for the analysis and design of intersection lighting for State roads at various signalized intersections within the City of Tampa.

II. OBJECTIVES

The purpose of this Attachment is to describe the Task Work Order scope of work and the responsibilities of the CONSULTANT and the DEPARTMENT in connection with the design of the above-described task work order for the intersection lighting analysis activity.

Currently, there is signalized intersection lighting at each of the intersections as listed below in Section 2.1, Major Intersections. The existing lighting is owned and maintained by Tampa Electric Company and leased to the City of Tampa. The City of Tampa is reimbursed by FDOT for lighting within the State right-of-way for the State roads. The purpose of this task work order is to perform both a vertical and horizontal lighting analysis meeting current FDOT vertical and horizontal “retrofit” lighting criteria for the signalized intersections. The vertical analysis is for the approaches only and not the turning movements. The goal of this design lighting analysis is to develop LED lighting enhancements for and by TECO in an attempt to meet current FDOT lighting criteria at the signalized intersections along various state roads within the City of Tampa.

This Scope of Services establishes which items of work described in the Base Consultant Agreement Exhibit A, the FDOT Design Manual and other pertinent DEPARTMENT manuals are specifically included in this Task Work Order, and also which of the items of work will be the responsibility of the CONSULTANT or the DEPARTMENT.

All design documents are to be prepared with Standard English values in accordance with all applicable DEPARTMENT manuals and guidelines and the desires of the DEPARTMENT as made known to the CONSULTANT.

III. SERVICES

This Task Work Order provides for concept plans to be prepared for use by TECO and the City of Tampa. The purpose of the study is to provide TECO and the City of Tampa with concept plans that

TECO can use to upgrade the existing signalized intersection lighting to meet current FDOT lighting retrofit characteristics.

Using aerials, the Consultant will develop 1” to 40’ scale concept plans for use in developing the base file to be used in the analysis using Visual software. Line work for the existing roadway edgeline, intersection ramps/sidewalks, crosswalks and existing TECO poles will be identified.

The Consultant will use the base file prepared from the aerials in the Visual software to develop the horizontal and vertical analysis zones.

The Consultant will perform a field inventory to collect TECO pole and luminaire data for use in the analysis. Information on estimated mounting height, luminaire wattage and type will be collected.

The Consultant will perform an illumination analysis to determine the existing lighting characteristics. The Consultant will then analyse necessary lighting improvements to the existing lighting in an attempt to meet current FDOT lighting retrofit requirements using existing TECO infrastructure. The analysis will include meeting a target horizontal illumination requirement of 1.5 foot-candles with an Avg/Min of 4:1 and a Max/Min of 10:1 or less for the intersection and a target vertical illumination requirement of 1.5 foot-candles.

The vertical lighting analysis will be for the approaches only and not the turning movements.

The Consultant with develop a concept plan with the recommended improvements for use by

TECO.

The Consultant will coordinate with the Department and TECO for implementation.
