About this file
This document is a Task Work Order (#3) issued by the Florida Department of Transportation (FDOT) to Cardno, Inc., a professional consulting firm located in Clearwater, Florida. The task work order is part of a District-Wide Minor Traffic Engineering Design contract (Contract No. C-9L80) and specifically focuses on a roadway lighting feasibility study for Hillsborough Avenue from Sheldon Road to the Veteran's Expressway in Hillsborough County.
The task work order authorizes Cardno, Inc. to conduct a comprehensive lighting feasibility study with a total compensation of $55,083.00, paid on a lump sum basis. The scope of work includes developing 1:40 scale concept plans, coordinating right-of-way research, performing a high-level illumination analysis using the Visual Roadway Tool, and evaluating potential lighting installation options. The primary objective is to determine the feasibility of installing roadway lighting along the north side of Hillsborough Avenue, with alternative analysis for two-sided lighting if single-side illumination is not practical. The study will include utility coordination, as-built plans research, a lighting analysis meeting specific illumination requirements, a construction cost estimate, and a decision matrix documenting findings and recommendations.

I. DESCRIPTION
The above-described Consultant Agreement provides for the issuance of Task Work Orders for design services relating to specific Department requests. This Task Work Order provides for the analysis and design of roadway lighting for the limits as indicated above. The Major Work Mix is “Lighting”.
II. OBJECTIVES
The purpose of this Attachment is to describe the Task Work Order scope of work and the responsibilities of the CONSULTANT and the DEPARTMENT in connection with the design of the above-described task work order for the highway lighting analysis activity.
Currently there is no continuous roadway lighting along Hillsborough Avenue from Sheldon Road to the Veteran’s Expressway. TECO overhead power runs along the south side of Hillsborough Avenue and with the right-of-way constraints precludes installation along the south side of the road. The general objective is for the CONSULTANT to identify the issues with installing roadway lighting along the north side of the road.
This Scope of Services establishes which items of work described in the Base Consultant Agreement Exhibit A, the FDOT Design Manual and other pertinent DEPARTMENT manuals are specifically included in this Task Work Order, and also which of the items of work will be the responsibility of the CONSULTANT or the DEPARTMENT.
All design documents are to be prepared with Standard English values in accordance with all applicable DEPARTMENT manuals and guidelines and the desires of the DEPARTMENT as made known to the CONSULTANT.
III. SERVICES
This Task Work Order provides for a lighting feasibility study to be conducted for Hillsborough Avenue from Sheldon Road to the Veterans Expressway. The purpose of the study is to identify and address issues for the installation of roadway lighting along the north side of the road. Should lighting the road from the north side only not be practical, the Consultant will evaluate lighting the corridor from both sides that includes TECO lighting on the south side. The feasibility study will include concept plans, utility coordination, right-of-way research, as-built plans research and a high level lighting analysis, cost estimate and Memorandum including a Decision Matrix.
