About this file
This document is a Task Work Order Amendment for a Master University Agreement between the Florida Department of Transportation Research Center and Rutgers University. The amendment pertains to Contract #BDS15, Task Work Order 977-01, and specifically involves research being conducted by Rutgers' Center for Advanced Infrastructure and Transportation.
The research project, titled "Evaluate the Contribution of the Mixture Components on the Longevity and Performance of FC-5", was originally scheduled to conclude on 12/30/13 but is being extended through 3/31/14 due to significant delays in aggregate procurement and laboratory testing. The delays included difficulties with aggregate suppliers, shipping complications, and equipment breakdowns at the laboratory. The project's first experiment has been completed, and an interim report has been sent to FDOT. The Research Team, led by Principal Investigator Tom Bennert, believes they can complete the final two experiments and submit a draft report by 12/30/13, with final approval expected by the new deadline of 3/31/14. No changes to funding are indicated in this amendment, which focuses solely on extending the project timeline.

Request for additional time for completion of services to 3/31/74.
The project has been delayed beyond typical expected and projected time allotments due to issues with procuring and processing the aggregates for testing. A large time delay occurred in procuring the aggregates for the laboratory testing phase. lnitial contact with the aggregate suppliers occurred in June 2012. However, aggregates were not finally procured and delivered to the Research
Team until the beginning of September 20\2. This was due to the aggregate suppliers not only finding time to sample and fill the 55-gallondrums,butalsoinarrangingthepick-upanddeliveryoftheaggregates. Originally, toreduceshippingcosts, all aggregates were going to be picked up by a single carrier and delivered. However, as time went on the Research Team could not wait any longer for all suppliers to complete sampling; therefore, two separate shipping schedules were planned and conducted. The second order was again delayed as the aggregate supplier did not use the provided Bill of Laden and mistakenly shipped 34 55-gallon drums of aggregate to New Jersey, instead of the planned destination in Mississippi. lt was originally thought that this initial delay in time would be able to be overcome during the laboratory testing. However, delays occurred at the laboratory of Burns Cooley Dennis duringtheprocessingoftheseaggregates. Ontwoseparateoccasions, thelab'slargesieveshakerusedtoprocessandseparatethe aggregates broke down for extended periods of time. This resulted in the eventual purchase of a new sieve shaker that was back ordered and delivered much later than expected. Burns Cooley Dennis has been able to process all aggregates since the delivery of the new sieve shaker, but the time delay was too much to overcome. The first of three lab experiments has been completed and an lnterim Report sent to FDOT for review. The Research Team believes the final two experiments can be completed with a draft report submitted to FDOT by December 3O'h, 2013.
To overcome the time delays incurred during the research, the additional time extension request of 3 months is requested by
Research Team to fulfill the workplan described in the proposal for Contract BDS15, Evoluote the Contribution of the Mixture
Components on the Longevity ond Performonce of FC-5. The Research Team believes they will have the work completed and final report delivered and approved by FDOT prior to lhe 3137114 requested deadline.
