About this file
This document is a Task Work Order Amendment for a Master University Agreement between the Florida Department of Transportation Research Center and Rutgers University, the State University of New Jersey. The amendment is associated with Contract #BDS15 and Task Work Order #977-01, specifically Amendment #1, and involves a research project titled "Evaluate the Contribution of the Mixture Components on the Longevity and Performance of FC-5".
The amendment primarily requests an extension of the project completion date from 12/30/12 to 12/30/13 due to significant delays in data collection and aggregate procurement. The research team experienced time setbacks during initial performance section evaluations and in obtaining laboratory testing aggregates, with the final aggregates not being delivered until September 2012. The document notes complications including multiple shipping challenges and delays from aggregate suppliers. No changes to funding are indicated in this amendment, and the research team is seeking the time extension to ensure they can complete the work plan as originally proposed, with a request for extra time as a "factor of safety".

Contract: BDS15 Amendment #1 lltle: Evaluate the Contribution of the Mixture Components on the Longevity and performance of FC-5 Start Date:5/24/11 End Date: 12/30/12
Project Manager: Tanya Nash 「om Bennert
AdditionalTime
Request for additional time for completion of services to L2l3OlL3.
The project has been delayed beyond typical expected and projected time allotments due to two major phases of the project. First, during initial data collection in evaluating the performance of the FC-5 pavement sections, time delays occurred in obtaining information for analysis. At the time, the Research Team thought they would be able to make up the lost time during the laboratory phaseofthestudy. Thesecond, andmuchmorepronounced, timedelayoccurredinprocuringtheaggregatesforthelaboratory testing phase' lnitial contact with the aggregate suppliers occurred in June 2012. However, aggregates were not finally procured and delivered to the Research Team until the beginning of Septembe r 2012. This was due to the aggregate suppliers not only finding time to sample and fill the ss-gallon drums, but also in arranging the pick-up and delivery of the aggregates. Originally, to reduce shipping costs, all aggregates were going to be picked up by a single carrier and delivered. However, as time went on the Research Team could not wait any longer for all suppliers to complete sampling; therefore, two separate shipping schedules were planned and conducted' The second order was again delayed as the aggregate supplier did not use the provided Bill of Laden and mistakenly shipped 34 55-gallon drums of aggregate to New Jersey, instead of the planned destination in Mississippi.
To overcome the time delays incurred during the research, the additional time extension request of 1 year is requested by Research Team to fulfill the workplan described in the proposal for Contract BDS15, Evoluate the Contribution of the Mixture Components on the Longevity ond Performance of FC-5. The Research Team believes they will have the work completed and final report delivered and approved by FDOT prior to the !2/30113 requested deadline, however, they are requesting a little extra time as a factor of safety.
