About this file

This Task Assignment Form (WQ034) is issued by the Florida Department of Environmental Protection (DEP) to the St. Johns River Water Management District for environmental restoration work at Lake Apopka. The contract is managed by DEP Task Manager Misty Alderman of the Nonpoint Source Management Section, Division of Water Restoration Assistance, with contractor representative Jessica Beach, P.E., Division of Projects, St Johns River Water Management District.

Task 1 encompasses mobilization, baseline sampling, flow calibration, and system optimization for a controlled cavitation process designed to remove phosphorus from lake effluent. The contractor must provide all equipment, labor, and materials to commission equipment, conduct baseline water sampling, install and calibrate screening systems, and submit two deliverable reports in Word or PDF format documenting system setup, baseline sampling results, and calibration procedures. The task assignment is structured as a fixed-price contract with a total value of $90,000, comprised of $50,000 for the mobilization and baseline sampling report and $40,000 for the optimization and calibration report. The period of performance extends from the execution of the task assignment through June 30, 2017. Funding is allocated through Organization Code 13722040000, IEO Code QK, Object Code 1751005, Budget Entity 13722100, Special Category 080167, and Grant WQ034 for fiscal year 2018. Task Assignment Number: _ _._ __________ ___ --'Date: February 7 2017

Contractor Name: St Johns River Water Manaoement District

Contractor Representative: Jessica Beach. P.E. Division of Proiects St Johns River Water Management District

DEP Task Manager: Mis!X Alderman Nonpoint Source Management Section Division of Water Resjoration Assistance

Task Description: The overall objective of this project, with multiple tasks, is to continue the final phase of the continuous controlled cavitation process, which will remove multiple metric tons of Phosphorus from the effluent at the bottom of the canal and return the water from the slurry at Phosphorous levels in line with state mandated levels for Lake Apopka. The removed Phosphorous material will be left to compost on District property and tested to determine if the removed phosphorous rich material is reusable for agricultural use (soil amendment) in the State of Florida. The Contractor will treat a source of suctioned sediment and water using the controlled cavitation technology. The project site is on District-owned property in the west marsh area of the Lake Apopka North Shore near Apopka, FL. Collection and analyzation of samples for the background condition, inflows and outflows of the controlled cavitation technology with separate samples for the outflow decant water and resulting slurry will occur. This project includes preparation of the site, site work, machine operation, suction harvesting of suspended floe, removal of treated mud from the canal to the dispersion site for composting, weekly water sampling and monthly reports.

TASK 1 DESCRIPTION: Mobilization. Baseline Sampling and Flow Calibration: The Contractor shall provide all equipment, labor and materials to return and commission equipment, baseline sampling of the canal water, and review of sampling results to determine any additional screening requirements. A review of the operational results will be performed on the baseline sampling results to determine the requirement for the setup of additional screens and calibration of the system to achieve effective continuous operations. Contractor Representative will submit the deliverables to the DEP Task Manager.

Deliverables: 1 a) Report to include information documenting the system set up, baseline sampling, and mobilization. This report should include, but is not limited to, a description of the equipment set up, an updated process flow chart representing the equipment set up, and photographs of the system; 1 b) Report to include the baseline sampling results and a description of steps taken to install and calibrate the system based on the sampling results along with any additional screens. The reports should be submitted in Word or PDF format.

Performance Measures: The DEP Task Manager will review the submitted reoorts to verify that they meet the specifications as described in Task Number 1.

Financial Consequences: No pavment will be made for unsatisfactow deliverables or services. In addition contract can be terminaied for failure to perform.

Period of Performance: Execution of Task Assignment through June 30 2017
