COYOTE EAST C&D FACILITY

FINANCIAL ASSURANCE COST ESTIMATE

Geosyntec Consultants (Geosyntec) has prepared this financial assurance cost estimate (Estimate) in support of the closure of the Coyote East Construction and Demolition (C&D) Debris Disposal Facility (Site or Facility) in Freeport, Florida. This narrative discusses the methods and assumptions used to estimate the cost for the items listed on DEP Form 62- 701.900(28), hereafter referred to as Florida Department of Environmental Protection (FDEP) form. The items listed below were derived from item/unit pricing from contractors and Geosyntec’s experience with similar projects. For engineering and professional time, current Geosyntec labor rates and/or State and federal guidelines were used. The unit costs/labor rates were then used to prepare the costs presented in the FDEP form. Estimated costs are for construction and laboratory analytical testing to be performed by a third party. The item numbers noted below correspond to the item numbers on the FDEP form.

I. General Information

This Estimate covers the Facility closure costs and long-term care costs associated with the Facility. It is understood that the Facility has been under an FDEP closure order since 2011, although the Site failed to close in accordance with the order. Geosyntec conducted Site visits on 17 November 2015 and 3 December 2015 to evaluate existing Site conditions as they relate to closure and long-term care. Utilizing topographic data provided by Chris Odom Photo (acquired during a flyover performed on 12 January 2016), topographic elevations confirmed through a limited ground survey performed by Pittman, Glaze, and Associates, Inc. (dated 15 January 2016), site reconnaissance data gathered by Geosyntec in December 2015, and input from Mike Stephen of FDEP, the estimated C&D disposal footprint (adjusted utilizing a slope correction factor of 1.001 for the top deck area and 1.055 for the side slopes) is approximately

14.2 ac. and will require closure in accordance with Rule 62-701.730, Florida Administrative Code (F.A.C.). Geosyntec has prepared a conceptual site closure plan for the approximate C&D disposal area, shown on Figure 1, which depicts key features assumed for the Site Closure.

II. Type of Financial Assurance Document

The FDEP has assumed management of the escrow account associated with the Facility to address the financial assurance obligations associated with the closure and long-term care of the Facility.

III. Estimate Adjustment

This Estimate represents a recalculated cost estimate as requested by FDEP.

IV. Estimated Closing Cost

1. Monitoring Wells

A Site visit was conducted by Geosyntec on 17 November 2015 to locate existing monitoring wells and evaluate the status and condition of the monitoring wells. The recommendations related to the monitoring well network include: (i) addition of bollards to monitoring well MW- 2; (ii) installation of monitoring well MW-3; and (iii) painting of protective casing for MW-4 and MW-5. The cost estimate was obtained from unit rates provided by Preferred Drilling Solutions, Inc. of Live Oak, Florida (see Attachment 2).

The total cost for materials and labor for the above recommendations is $4,070.00

2. Slope and Fill (bedding layer between waste and barrier layer)

Per paragraph 62-701.730(9), F.A.C., a bedding layer is not a requirement in the closure of a C&D disposal facility. Therefore, slope and fill activities associated with the installation of a bedding layer is not included as part of this Estimate. However, as outlined in the Geosyntec memorandum, Coyote East Construction and Demolition Disposal Facility Site Inspection, Walton County, Florida (13 December 2015), areas of exposed waste were identified in the disposal footprint that require slope and fill activities as part of the closure process.

Specifically, approximately 29,060 cubic yards (CY) of stockpiled C&D debris will require on- Site relocation, placement, and compaction. The unit cost of debris management as provided in Attachment 2 by SWS Environmental Services (SWS) of Panama City Beach, Florida includes:

29,060 CY of on-site C&D debris management (handling, placement, and compaction) @

$3.75/CY = $108,975.00

3. Cover Material (Barrier Layer)

Per paragraph 62-701.730(9), F.A.C., a barrier layer is not a requirement in the closure of a C&D disposal facility. Therefore, the cost for the installation of a barrier layer is not included as part of this Estimate.

4 2016-04-20

4. Top Soil Cover (includes vegetative soil layer)

In accordance with paragraph 62-701.730(9)(b), F.A.C., the final cover system for a C&D disposal facility shall consist of a 24-inch (in.) thick soil layer with the upper 6 in. of which will be capable of supporting vegetation, and shall be graded and compacted as necessary to promote drainage and minimize erosion. Furthermore, the side slopes of all above-grade disposal units shall be no greater than three feet horizontal to one foot vertical rise (3H:1V).

The required final cover layer consists of 24-in. thick soil layer (with the upper 6 in. capable of supporting vegetation) over the estimated closure footprint of 14.2 ac. Therefore the installation of the cover system would require the following:

• approximately 14,732 CY of general fill (14.2 ac. × 18 in. required general fill thickness minus 19,632 CY of existing in-place onsite cover soil); and

• approximately 11,455 CY of topsoil material (11.4 ac. × 6 in. required vegetative soil thickness).

The cut soil volume from construction of the conceptual stormwater control structures (e.g.

detention pond and perimeter channel) is estimated to be approximately 8,810 CY (see Section 6). Assuming that cut soils are suitable as general fill, approximately 5,922 CY of imported general fill material (14,732 CY – 8,810 CY) will be required. It is assumed that the required materials will be obtained from off-site borrow source(s). The unit costs for the material, hauling, placement, spreading and compaction of cover system soils is provided by SWS in Attachment 2, and includes:

5,922 CY of off-site general fill material (material, transport, placement, and compaction)

@19.00/CY = $112,518.00

11,455 CY of off-site topsoil material (material, transport, placement, and compaction) @

$22.00/CY = $252,010.00

8,810 CY of on-site general fill material (cut, handling, placement and compaction) @

$6.00/CY = $52,860.00

5. Vegetative Layer

In accordance with paragraph 62-701.730(9)(b), F.A.C., the final cover shall be vegetated (e.g.

seeded or sodded). Based on unit rates provided by RDH Environmental (see Attachment 2), the cost estimate for hydroseeding the 14.2ac final cover system is:

14.2 ac @ $2,832/ac = $40,214.40

FL2712/Financial Assurance Narrative.doc DEP Contract No. SW234, Attachment B, Page 19 of 67

5 2016-04-20

6. Stormwater Control System

The perimeter and site storm water controls will be constructed as part of Site closure activities.

Storm water control components for the closure are assumed to include a top deck berm, “tack-on” drainage swales (terraces), downchute channels, perimeter channels, riprap lining at downchute and perimeter channel discharges, and a detention pond.

The proposed top deck berm will require approximately 530 CY (i.e., 1,174 linear feet × 12 square feet (SF) berm cross-sectional area) of fill. The side-slope drainage swales proposed for stormwater conveyance on the final cover system will require approximately 3,200 CY (i.e., 2,155 ft total swale length × 40 SF swale cross-sectional area) of fill. The downchute channels will require approximately 500 CY (i.e., 896 ft total downchute length x 15 SF cross-sectional area of the channel walls). The perimeter channel proposed for stormwater conveyance will require approximately 3,120 CY (i.e., 3,508 linear ft × 24 SF cross-sectional area) of earthwork (cut). The proposed stormwater detention pond will require approximately 5,690 CY (i.e., 200 linear ft × 768 SF cross-sectional area) of earthwork (cut). The earthwork cost for the total 8,810 CY of excavation cut (e.g. stormwater perimeter swale and detention pond) is included in Section 4. It is assumed that general fill will be imported and placed for stormwater conveyance features at a unit cost of $19.00/CY, and is based on cost information provided by SWS (Attachment 2).

Due to high stormwater flow velocities anticipated within the downchute channels, permanent turf reinforcement mat is recommended as a minimum erosion control measure. The cross-sectional width of the downchute channels is estimated to be 12 ft, resulting in a downchute channel area of approximately 1200 SY (i.e., 12 ft x 896 ft). The supply and installation price for the permanent turf reinforcement mat is approximately $10.00/SY as provided by Contech (Attachment 2).

Riprap lining is proposed at each downchute outlet (12 ft width by 18 ft length) and at each channel outlet (18 ft width by 30 ft length) into the proposed detention pond to provide erosion protection, as indicated on Figure 1. A total area of approximately 240 SY (i.e., 216 sf × 5 downchute outlets and 540 sf × 2 pond outfalls) will require the riprap lining, based on the conceptual design. The unit price for materials and installation is $36.00 per SY as provided by SWS in Attachment 2.

The cost for construction of the storm water control components of the final cover system is:

Earthwork: 4,230 CY @ $19.00/CY = $80,370.00 Top Deck Berm Fill: 530 CY Tack-on Swale Fill: 3,200 CY

Contract No. SW234, Attachment B, Page 20 of 67

6 2016-04-21

Downchute Fill: 500 CY Perimeter Swale Cut: Included in Section 4 Detention Pond Cut: Included in Section 4

Riprap: 240 SY @ $36.00/SY = $8,640.00 Turf Reinf. Mat: 1,200 SY @ 10.00/SY = $12,000.00

Total cost = $101,010.00

7. Gas Controls: Passive

Negligible landfill gas readings were observed by Geosyntec during the 13 December 2015 Site inspection. As such, passive gas control systems are not anticipated as part of the Site closure design. Therefore, the cost for the installation of a passive gas control system is not included as part of this Estimate.

8. Gas Control: Active Extraction

Negligible landfill gas readings were observed by Geosyntec during the 13 December 2015 Site inspection, therefore it is assumed that an active extraction gas control will not be required as part of the Site closure design. The cost for the installation of an active extraction gas control system is not included as part of this Estimate.

9. Security System

Geosyntec observed that the facility had a fence along the north boundary of the Site (parallel to Highway 20) that was in fair condition. At the time of the Site inspection, two (2) access gates from Highway 20 to the facility were in place, which both had a chain and lock to prevent unauthorized vehicles from entering. Fencing was not observed along the west and southwest boundary of the Site, though terrain (large earthen berms) and dense vegetation appear to provide sufficient access control in the absence of a fence. Fencing was not observed along the east and southeast boundary of the Site and unauthorized dumping from adjacent residential areas was observed. Therefore, up to 2,500 LF fencing installation along the east and southeast boundary to the Site is recommended. The unit price for materials and installation is $20.00 per LF as provided verbally by Niceville Fence, of Niceville, Florida.

A small sign located at the main (west) Site entrance was visible from Highway 20 to indicate that the Site is closed. General maintenance of the Site security features (e.g. fencing and gate) are included in the long-term maintenance section of this Estimate.

10. Engineering

FL2712/Financial Assurance Narrative.doc DEP Contract No. SW234, Attachment B, Page 21 of 67

7 2016-04-20

The costs of engineering services related to closure of the site is estimated to be 10 percent of the construction cost (sum of items 1 through 9 above). This estimate is based on Geosyntec experience and equates to 0.10 × $721,657.40 = $72,165.74

11. Professional Services

These costs are based on Geosyntec estimates and labor rates. It is estimated that approximately 3 percent of construction cost (sum of items 1 through 9 above) will be needed for contract/construction management, which equates to 0.03 × $721,657.40 = $21,649.72 (rounded to $21,650 on FDEP form).

It is estimated that approximately 7 percent of construction cost will be needed for construction quality assurance (CQA), which equates to 0.07 × $712,657.40 = $50,516.02 (rounded to $50,516 on FDEP form).

Quality assurance testing is estimated to be $1,500, based on recent CQA Plan requirements, estimated quantities, and Geosyntec’s experience.

12. Contingency

A contingency factor for closure costs of 10 percent is estimated.

13. Site Specific Costs

A cost for mobilization and demobilization was provided by SWS in Attachment 2 and is $25,000.00.

V. Annual Cost for Long-Term Care

1. Ground Water Monitoring

It is assumed that the monitoring and sampling activities for the five (5) Site wells (as listed in the most recent FDEP permit) will be self-performed by the FDEP. The estimated cost per well per event for laboratory analyses is $305.00. The laboratory estimate is based on a quote provided by Test America of Tampa, Florida (Attachment 2). It is assumed that the local Test America office (Pensacola, Florida) will be providing courier services to pick-up sample coolers.

The annual cost for monitoring the 5 wells at the Site on a semi-annual basis is:

Contract No. SW234, Attachment B, Page 22 of 67

FL2712/Financial Assurance Narrative.doc 8 2016-04-20

$305.00/monitoring well × 5 wells × 2 events/year = $3,050.00

2. Surface Water Monitoring

The most recent FDEP permit for the Site reflects two surface water monitoring locations.

Also, it is assumed that an additional surface water monitoring point will be located at the proposed detention pond. It is assumed that the monitoring and sampling activities for the surface water monitoring points will be self-performed by the FDEP. The estimated cost per surface water sampling event for laboratory analyses is $505.00. The laboratory estimate is based on a quote provided by Test America of Tampa, Florida (Attachment 2). It is assumed that the local Test America office (Pensacola, Florida) will be providing courier services to pick-up sample coolers.

The cost for monitoring the surface water at the Site on an annual basis is $505.00 per monitoring point. The total estimated annual cost to monitor surface water is:

$505.00/monitoring point × 3 monitoring points × 2 events/year = $3,030.00

3. Landfill Gas Monitoring

Passive and active gas systems are not included as part of the Site closure design. Therefore, the long-term costs associated with landfill gas monitoring is not included as part of this Estimate.

4. Leachate Monitoring

The Site is unlined and does not have a leachate collection system. As such, the cost for leachate monitoring is not included as part of this Estimate.

5. Leachate Collection/Treatment System Maintenance

The Site does not include a leachate collection and treatment system. Therefore, long-term care cost associated with maintenance of a leachate collection and treatment system is not included as part of this Estimate.

6. Maintenance of Groundwater Monitoring Wells

Maintenance of groundwater monitoring wells is estimated at $70.00/well/year, based on experience with similar sites.

DEP Contract No. SW234, Attachment B, Page 23 of 67

9 2016-04-20

Total yearly cost associated with maintenance of groundwater monitoring wells is estimated to be:

5 wells @ $70.00/well = $350.00

7. Gas System Maintenance

Passive and active gas systems are not included as part of the Site closure design. Therefore, long term costs associated with the maintenance of gas systems are not included as part of this Estimate.

8. Landscape Maintenance

It is estimated that approximately 25.6 ac. of the Site (approximately 14.2 ac. of waste footprint and 11.4 ac. of surrounding Site footprint) will require mowing and only the 14.2-ac. waste footprint will require maintenance at an annual cost of $126.12 per acre for mowing and $184.78 per acre for fertilizing. The estimate is based on quotes provided by RDH Environmental (see Attachment 2).

Mowing: 11.4 × $126.12 = $1,437.78 Fertilizing: 14.2 × $184.78 = $2,623.88

9. Erosion Control and Cover Maintenance

It is estimated that erosion control and cover maintenance will include minor regrading, cover repair, and revegetation (hydroseeding). The costs for these activities are noted on the FDEP form.

10. Storm Water Management System Maintenance

Lump sum costs estimated as shown on FDEP form.

11. Security System Maintenance

It is estimated that the security system (consisting of fencing and one access gate) will require minimal maintenance for the long-term maintenance period. The cost for minor maintenance of fencing is $21.00/linear foot. The cost for maintenance and repair of the main access gate is $200.00 per event, based on experience at similar sites.

DEP Contract No. SW234, Attachment B, Page 24 of 67

10 2016-04-20

12. Utilities

It is assumed that there will not be active facilities at the Site that require the usage of local utilities. Therefore, costs associated with utilities are not included as part of this Estimate.

13. Leachate Collection/Treatment Systems Operation

The current Site closure design does not include a leachate collection and treatment system.

Therefore, long-term care cost associated with operation of a leachate collection and treatment system is not included as part of this Estimate.

14. Administrative

An estimate for the administrative costs is noted on the financial assurance cost estimate form because it is assumed that FDEP will be assuming administrative responsibility for carrying out long-term care.

15. Contingency

A contingency of 10% of the total long-term care costs has been included in the cost estimate.

16. Site Specific Costs

No additional site specific costs are estimated.

COYOTE WEST C&D FACILITY

FINANCIAL ASSURANCE COST ESTIMATE

Geosyntec Consultants (Geosyntec) has prepared this financial assurance cost estimate (Estimate) in support of the closure of the Coyote West Construction and Demolition (C&D) Debris Disposal Facility (Site or Facility) in Freeport, Florida.

Utilizing topographic data gathered from the Northwest Florida Water Management District (NWFWMD) LiDAR database (www.nwfwmdlidar.com), site reconnaissance data gathered by Geosyntec in December 2015, and input from Mike Stephen of FDEP, the estimated C&D disposal footprint is approximately 11.4 ac. (adjusted utilizing a slope correction factor of 1.001 for the top deck area and 1.055 for the side slopes) and will require closure in accordance with Rule 62-701.730, Florida Administrative Code (F.A.C.) An approximately 2.6 ac. area to the north of the C&D disposal area was utilized for land clearing debris (per Mike Stephen) and is not included as part of this Estimate.

3 2016-04-21

III. Estimate Adjustment

This Estimate represents a recalculated cost estimate as requested by FDEP.

IV. Estimated Closing Cost

1. Monitoring Wells

A Site visit was completed by Geosyntec on 17 November 2015 to locate existing monitoring wells and evaluate the status and condition of the monitoring wells. The recommendations related to the monitoring well network include: (i) addition of bollards to monitoring wells MW-2, MW-3, MW-4, and MW-5; (ii) abandonment and reinstallation of monitoring well MW-2; (iii) reinstallation the protective casing and concrete well pad for MW-5; and (iv) painting of existing bollards and protective casings. The cost estimate was obtained from Preferred Drilling Solutions, Inc. of Live Oak, Florida (see Attachment 2).

The total cost for materials and labor for the above recommendations is $9,896.00

However, as outlined in the Geosyntec memorandum, Coyote West Construction and Demolition Disposal Facility Site Inspection, Walton County, Florida (13 December 2015), areas were identified in the disposal footprint that may require slope and fill activities as part of the closure process. Specifically, approximately 1,500 cubic yards (CY) of stockpiled C&D debris will require on-Site relocation, placement, and compaction. The unit cost of debris management as provided in Attachment 2 by SWS Environmental Services (SWS) includes:

1,500 CY of on-site C&D debris management (excavation, handling, placement, and compaction) @ $5.00/CY = $7,500.00

3. Cover Material (Barrier Layer)

Per paragraph 62-701.730(9), F.A.C., a barrier layer is not a requirement in the closure of a C&D debris disposal facility. Therefore, the cost for the installation of a barrier layer is not included as part of this Estimate.

DEP Contract No. SW234, Attachment C, Page 40 of 67

4 2016-04-21

The required final cover layer consists of 24-in. thick soil layer (with the upper 6 in. capable of supporting vegetation) over the estimated closure surface area of 11.4 ac. As noted in the Geosyntec memorandum, Coyote West Construction and Demolition Disposal Facility Site Inspection, Walton County, Florida (13 December 2015), varying thicknesses of cover soil exist on top of the C&D debris at the Facility. It is estimated that approximately 8,740 CY exists at the Facility and can remain in place or be re-used for the final cover system construction. Therefore the installation of the cover system would require the following earthwork:

• approximately 18,860 CY of general fill (11.4 ac. × 18 in. required general fill thickness minus 8,740 CY of existing in-place onsite cover soil); and

• approximately 9,200 CY of topsoil material (11.4 ac. × 6 in. required vegetative soil thickness).

Therefore, the total estimated volume of cover soil (general fill and topsoil) required for the

11.4 ac. C&D disposal area is 28,060 CY. The estimated cut soils from construction of the conceptual stormwater control structures (e.g. detention pond and perimeter channel) is approximately 21,250 CY (see Section 6). Assuming that cut soils are suitable as general fill and/or topsoil, approximately 6,810 CY of imported fill/topsoil material (28,060 CY – 21,250 CY) will be required. It is assumed that the imported materials will be obtained from off-site borrow source(s). The unit costs for the material, hauling, placement, spreading and compaction of cover system soils is provided by SWS in Attachment 2, and includes:

21,250 CY of on-site soil material (cut, handling, placement and compaction) @ $6.00/CY = $127,500.00 6,810 CY of off-site topsoil material (transport, placement, and compaction) @ $22.00/CY = $149,820.00

5. Vegetative Layer

In accordance with paragraph 62-701.730(9)(b), F.A.C., the final cover shall be vegetated (e.g.

seeded or sodded). Assuming that additional top soil cover will be installed over the estimated

11.4 ac. closure footprint, approximately 55,180 SY of seed will be required for the final cover

FL2712/Coyote West Financial Assurance Narrative.doc DEP Contract No. SW234, Attachment C, Page 41 of 67

5 2016-04-21 system. The cost estimate provided by RDH Environmental (see Attachment 2) for the installation of seed is $32,280.30 (or approximately $2832/AC).

The total cost for seeding the final cover system is:

11.4 AC @ $2832/AC = $32,284.80

6. Stormwater Control System

The perimeter and site storm water controls will be constructed as part of Site closure activities.

Storm water control components for the closure will include a top deck berm, “tack-on” drainage swales (terraces), downchute channels, perimeter channels, riprap lining at downchute and perimeter channel discharges, perimeter swales, and a detention pond.

The proposed top deck berm will require approximately 720 CY (i.e., 1,600 linear feet × 12 square feet (SF) berm cross-sectional area) of fill. The side-slope drainage swales proposed for stormwater conveyance on the final cover system will require approximately 1,120 CY (i.e., 750 ft total swale length × 40 SF swale cross-sectional area) of fill. The perimeter channel proposed for stormwater conveyance will require approximately 3,030 CY (i.e., 3,400 linear ft × 24 SF cross-sectional area) of earthwork (cut). The proposed stormwater detention pond will require approximately 18,230 CY (i.e., 615 linear ft × 800 SF cross-sectional area) of earthwork (cut). The earthwork price for excavation cut (e.g. stormwater perimeter swale and detention pond) is included in Section 4. It is assumed that general fill will be imported and installed for stormwater conveyance features at a unit cost of $16.00/CY, and is based on cost information provided by SWS (Attachment 2).

Due to high stormwater flow velocities anticipated within the downchute channels, permanent turf reinforcement mat is recommended as a minimum erosion control measure. The cross-sectional width of the downchute channels is estimated to be 12 ft, resulting in a downchute channel area of approximately 1210 SY (i.e., 12 ft x 902 ft).

DEP Contract No. SW234, Attachment C, Page 42 of 67

6 2016-04-21

The cost for construction of the storm water control components of the final cover system is:

Earthwork: 2,350 CY @ $16.00/CY = $37,600.00 Top Deck Berm Fill: 720 CY Tack-on Swale Fill: 1,120 CY Downchute Fill: 510 CY Perimeter Swale Cut: Included in Section 4 Detention Pond Cut: Included in Section 4

Riprap: 240 SY @ $36.00/SY = $8,640.00 Turf Reinf. Mat: 1,210 SY @ 10.00/SY = $12,100.00

Total cost = $58,340.00

Current Site security includes a perimeter fence observed along the west (parallel to Hatcher Cemetery Road) and south (adjacent to Hatcher Cemetery) boundaries and a site access gate.

Fencing was not observed along the east boundary of the Site, though terrain and dense vegetation appear to provide sufficient access control in the absence of a fence. No sign was observed at the Site entrance to indicate the Site is closed or to refer individuals to contact FDEP, if necessary. Therefore, fencing and gate installation is not included as part of the closure costs in this Estimate. The cost to install appropriate signage to the front entrance of the Site is estimated to be $200.00.

General maintenance of the Site security features (e.g. fencing and gate) are included in the long-term maintenance section of this Estimate.

Contract No. SW234, Attachment C, Page 43 of 67

7 2016-04-21

10. Engineering

The costs of engineering services related to closure of the site is estimated to be 10 percent of the construction cost (sum of items 1 through 9 above). This estimate is based on Geosyntec experience and equates to 0.10 × $385,536.30 = $38,554.08

11. Professional Services

These costs are based on Geosyntec estimates and labor rates. It is estimated that approximately 3 percent of construction cost (sum of items 1 through 9 above) will be needed for contract/construction management, which equates to 0.03 × $385,536.30 = $11,566.00.

It is estimated that approximately 7 percent of construction cost will be needed for construction quality assurance (CQA), which equates to 0.07 × $385,536.30 = $26,988.00.

Quality assurance testing is estimated to be $1,500, based on recent CQA Plan requirements, estimated quantities, and Geosyntec’s experience.

12. Contingency

A contingency factor for closure costs of 10 percent is estimated.

13. Site Specific Costs

Approximately 42,500 square feet (SF) of surface area will require clearing and grubbing to allow access for cover material installation. The estimated cost for clearing and grubbing, as provided in Attachment 2 by RDH Environmental, is $4,500.

A cost for mobilization/demobilization, site preparation, and installation of site controls was provided by SWS in Attachment 2 and is $25,000.00.

V. Annual Cost for Long-Term Care

1. Ground Water Monitoring

It is assumed that the monitoring and sampling activities for the 10 Site wells will be self-performed by the FDEP.

DEP Contract No. SW234, Attachment C, Page 44 of 67

8 2016-04-21

The total annual cost for monitoring the 10 wells at the Site is estimated to be:

10 wells @ $305.00/well/event × 2 events/yr = $6,100.00

2. Surface Water Monitoring

Historical sampling reports for the Site reflect 4 surface water monitoring locations. Also, it is assumed that an additional surface water monitoring point at the proposed detention pond.

$505/monitoring point × 5 monitoring points × 2 events/year = $5,050

3. Landfill Gas Monitoring

Passive and active gas systems are not included as part of the Site closure design. Therefore, long term costs associated with landfill gas monitoring are not included as part of this Estimate.

4. Leachate Monitoring
