SUBJECT: WORK PLAN FOR CATFISH CREEK (REVISED BOUNDARY) LIMITED GROUNDWATER AND
SOIL ASSESSMENT
The Florida Future Farmers of America Foundation, Inc.
4902 Firetower Rd, Haines City, FL 33844
Mr. Parker:
NorthStar Contracting Group, Inc. (NorthStar) is pleased to present this Work Plan (WP) to conducted a limited additional assessment of the Florida Future Farmers of American Foundation, Inc (FFFAF) property
– revised property boundaries, southern portion. FDEP is seeking to acquire this property as part of an addition to the Allen David Broussard Catfish Creek Preserve State Park. As part of the due diligence for the land acquisition, FDEP wants to assess soil conditions at a rifle backstop as well as complete a limited evaluation of groundwater impacts beneath the backstop, to the onsite potable well, and at the property’s northern boundary.
Task 1: Field Work This task item includes mobilization to and from the property, conducting soil sampling, monitoring well installation, groundwater sampling, potable well sampling, and monitoring well abandonment.
Backstop Sampling: The NorthStar field crew will mobilize to the site to conduct soil assessment of the Villa 10 backstop. The purpose of the soil assessment will be to determine the horizontal and vertical impacts of site activities to soil within and beneath the backstop berm. To accomplish this, 15 soil borings will be advanced to the water table or 1-foot below the foot of the backstop berm. The soil locations will be based on a sampling grid show in the attached figure. The soil borings will be advanced with a pre-cleaned stainless steel hand auger. Soil samples will be collected at 1-foot intervals per FDEP Standard Operating Procedures (SOP) for field sampling activities. These discrete soil samples will be analyzed for RCRA 8 Metals. In addition to the discrete soil samples, two composite soil samples for waste characterization will be collected. These samples will be composited from the soil collected during the soil boring installation. The waste characterization samples will represent an “inner” and an “outer” area, such that the inner sample represents the areas most likely to be impacted by rifle shot and therefore most likely to require offsite disposal. The outer sample will be collected from the perimeter borings and represent areas less likely to be impacted. Waste characterization samples will be analyzed for TCLP RCRA 8 metals.
Monitor Well Installation and Abandonment: Two monitor wells will be installed during this investigation. One monitor well will be installed near the northern property boundary. The other will be
NorthStar Contracting Group, Inc.
www.northstar.com
Mr. James Paker, LEP FDEP – Division of State Lands Catfish Creek Soil and Groundwater Limited Assessment installed immediately adjacent to the Villa 10 backstop. A map showing the proposed well locations is attached. Both wells will be constructed of 2-inch PVC with a filter pack and bentonite seal. Because these will be temporary installations, no cement seal or surface completion will be installed. After development, the wells will be secured with a locking cap and safety cones. Once sampled (approximately one week after installation), the wells will be abandoned. This work will be conducted by a licensed Florida well driller and supervised by NorthStar personnel. The wells will be installed during the backstop soil sampling event. Abandonment will be conducted during a separate mobilization.
Groundwater Assessment: Approximately one week after well installation, the two temporary monitor wells and the onsite potable water well will be sampled. The monitor wells will be purged and sampled according to FDEP SOP for field sampling. The potable water well sample will be collected from as close to the well-head as possible and aerators present on the spigot will be removed prior to collecting the sample. All water samples will be analyzed for USEPA Methods 8 70, 8081, 8082, and RCRA 8 metals.
Task 2: Reporting The costs under this task include production of a detailed letter report summarizing the field activities and findings of the assessment sampling. The report will include detailed maps showing areas of investigation along with tables summarizing data from the project area to date. The waste characterization data will be utilized to determine if soil must be removed, how much soil will be removed, and whether the soil can be disposed as hazardous or non-hazardous. The report will be signed and sealed by a Florida registered professional geologist or engineer.
COST
Total estimated cost for the above-mentioned scope of services is $32,231.45. The work will be billed on a time and material basis. A 10% contingency amount is included to cover unexpected impacts to the cost schedule, such as additional analyses or extra mobilizations due to weather conditions. No costs beyond those actually incurred will be billed. The rates presented in this estimate are established rates from a recent contract between NorthStar and the State of Florida (BEF01, FDOT District 5). NorthStar appreciates the opportunity to provide these services. Should you have any questions, please contact me at pjackson@northstar.com or (850) 661-4415.
Sincerely, NorthStar Contracting Group, Inc.
