About this file
This is a Task Assignment Change Order Form (Change Order #1) issued by the Florida Department of Environmental Protection (DEP) under DEP Contract #PL301. The change order modifies Task Assignment #12 for the Strategic Managed Areas Land List – SMALL project in Collier County, Florida. The contractor is Catlett & Company, Inc., represented by Frank A. Catlett. The property owner is Collier Land Holdings, Ltd. (North Phase), and the acquiring agency is the Board of Trustees of the Internal Improvement Trust Fund of the State of Florida. The DEP Contract Manager is Jay F. Scott, and the Designated Task Manager is Jon Mitchell Penot.
The change order modifies the scope of work from an appraisal review to a full appraisal service for approximately 1,278 gross acres (21 acres upland; 1,257 acres wetland) in Collier County. The original task cost was $2,625.00; this change order increases the task cost by $2,775.00 for a total contract amount of $5,400.00, funded through Florida Forever (Project #FF10030). The deliverable timeline was extended by 10 business days, with the appraisal work now due 10 business days after execution of the change order. The appraisal must develop two opinions of current market value: fee simple interest as encumbered and less than fee simple with oil, gas, and mineral rights severed. The contractor must deliver an electronic document (preferably Adobe PDF or Microsoft Word) to the Bureau of Appraisal before the due date, including an Executive Summary and Appraisal Checklist. A site visit waiver has been granted; instead, recent aerial photographs with overlays (FEMA flood maps, National Wetland Inventory maps) are requested.
