James, I have a meeting that is going to eat of the rest of my afternoon. I haven’t heard from you, so I’m assuming they got you a quote. But just in case they didn’t, NorthStar will complete the 7 ESA for $2,050.00 each. Happy to do the work if it is available!
Pam
From: Parker, James <James.Parker@FloridaDEP.gov> Sent: Friday, April 1, 2022 8:12 AM To: Jackson, Pamela <PJackson@NorthStar.com> Subject: [X-TRN] FW: Wakulla ESA Project
Pam, See below and attached. If no response by noon, I’ll request an estimate from Northstar.
James Parker Government Operations Consultant III Office of Environmental Services, Division of State Lands Florida Department of Environmental Protection 3900 Commonwealth Boulevard, MS 140 Tallahassee, FL 32399-3000 850-245-3045 (Office) 850-245-2572 (Fax)
From: Parker, James Sent: Wednesday, March 23, 2022 3:43 PM To: Schaefer, Geoff D. <geoff.schaefer@woodplc.com> Subject: Wakulla ESA Project
Good afternoon Geoff, DSL is currently in the process of potentially acquiring several properties in Wakulla County. For the most part, the parcels are adjacent to one another but with separate ownerships. Therefore, we would need to conduct 7 separate Phase I ESA reports. The parcels range in size from approximately 19 – 100 acres. In the interest of trying to save the State some money, I was hoping by tasking all these to one contractor would allow us to divert away from the contract rate ($3,000.00 each).
mailto:PJackson@NorthStar.com mailto:James.Parker@FloridaDEP.gov
Additionally, the contract doesn’t have an established rate for properties less than 50 acres for ASTM 2247. The newer ASTM 2247 removed the previous acreage limit to use on forestland. Can you put together an estimate for each ESA as outlined below and the attached using DSL standards and ASTM 2247? Keep in mind two of the properties consist of multiple parcels as it pertains to lien/AUL searches and you will need to include costs for the extras. You can ignore the Pillow and Ferrell tracts on the attached map, they are not moving forward.
1. Boudreau – 1 ESA, 2 parcels. App 99 acres. Although not adjacent, these will need to be in the same report.
2. Doyle – 1 ESA, 1 parcel. App. 101 acres
3. Doyle – 1 ESA, 2 parcels. App. 30 acres. This is the southern Doyle property
4. Venture – 1 ESA, 1 parcel. App. 115 acres
5. Proch – 1 ESA, 1 parcel. App. 20 acres
6. Tall Timbers – 1 ESA, 1 parcel. App. 19 acres
7. Buford – 1 ESA, 1 parcel. App. 23 acres
Doesn’t have to be an extensive CE/SOW. Email will suffice. You can do a separate cost for each or something simple (since the properties are adjacent to one another we can provide each ESA at this cost). Whichever works best for you. These will each be individual task assignments. Let me know if you have any questions.
Thanks, James Parker Government Operations Consultant III Office of Environmental Services, Division of State Lands Florida Department of Environmental Protection 3900 Commonwealth Boulevard, MS 140 Tallahassee, FL 32399-3000 850-245-3045 (Office) 850-245-2572 (Fax)
