TALLAHASSEE PRINCIPLE MERIDIAN PRESERVATION & RESTORATION
SOUTH PART
NOBLES CONSULTING GROUP, Inc. (NCG) is pleased to present this proposal to perform retracement work to prepare a local survey for restoration and preservation of the south part of the Tallahassee Meridian. This portion of the meridian is 14.1 miles in length and will begin at the initial point in Tallahassee City and run south to the comer on the Wakulla River in Wakulla County on the north boundary of the Hartsfield Survey. This work includes the initial point, fourteen mile and half mile posts/quarter comers, and the meander comer for a total of thirty PLSS comers.
Prior to beginning fieldwork NCG will research record data to assemble copies of GLO plats and field notes for the meridian and township subdivisions. A search will be made for subsequent surveys in each section along the line. Sources will include: Recorded and unrecorded subdivision plats; the bureau's records and Certified Comer Records; U.S.D.A. Forest Surveys;
county and city survey records; FDOT control surveys and right-of-way maps; property appraiser records for private surveys; deeds; and historic aerials. Analysis of the records will be done before searching each comer.
NCG will establish control points at each comer location to coordinate the field survey. Real Time Kinematic {RTK) observations will be used to establish these pairs. Conventional traverse will be used where comer locations are obstructed or for ties to topographic calls in the GLO field notes.
Each comer will be searched based on the record analysis. Comer accessories cited in the original field notes will be searched for where practical. Recovered monuments along with comer accessories or other evidence will be located using both R TK GPS and conventional traverse methods. Work at the initial point will be limited to preparing a current Certified Comer Record and RTK observations for comparison to the bureau's values.
After final analysis of the recovered monuments and evidence, any obliterated comers will be set and all monuments used in the survey will be referenced according to the Manual of Surveying Instructions 2009 and the Bureau's direction. Maps will be prepared for each township that conform to the Standards of Practice for Surveying and Mapping and will include the following:
1. Bearings referenced to true meridian north;
2. Ground distances in U.S. Survey feet and chains;
3. Description of monuments recovered or set;
4. Detail of comer monuments with:
a. Recovered evidence;
b. Complete monument description;
DEP Contract PL-240, Task 28, Exhibit "A", Page 1 of2
c. New accessories;
d. State Plane Coordinates (Florida North Zone NAD 83).
5. Topographic calls along the meridian.
6. Certified Comer Records for each monument.
Deliverables will include:
1. Three signed and sealed copies of the survey maps and surveyor's report.
2. Signed and sealed Certified Comer Records
3. DVD or external drive containing:
a. Drawing file prepared in AutoCAD Civil 3D
b. Digital copies of all reference materials.
c. Digital copies of field notes.
d. Digital photographs of comer monuments and accessories.
We estimate the survey can be completed in 60 working days following notice to proceed. This schedule allows for some weather delays.
Billing for this task assignment will consist of 2 invoices, one at 50% complete and the final invoice for services, following submittal of final products. The final product(s) will be reviewed to verify that the specification outlined in the Scope of Services have been met accordingly.
Performance measures: The Final product(s) will be reviewed to verify that the specifications outlined in the Scope of Services have been met accordingluy7.
The fee for the survey will be $49,255.00. A copy of the man-hour spreadsheet is attached.
