About this file
This is Amendment No. 2 to DEP Contract No. PL240, a contract between the Florida Department of Environmental Protection (DEP) and Nobles Consulting Group, Inc., executed on December 6, 2010, and amended on August 8, 2011. The amendment implements rate reductions and exercises a renewal option as required by Chapter No. 2010-151, Laws of Florida, which mandates state agencies review contract renewals with private providers to reduce payments. The contract manager is Jorge Alonso, and the DEP Contracts Administrator is authorized to execute the amendment.
The amendment extends the contract completion date from December 5, 2013, to December 5, 2016, exercising a three-year renewal option. Attachment D, the original Rate Schedule, is deleted in its entirety and replaced with Attachment D-1, the Revised Rate Schedule, which establishes reduced rates across all service categories. Labor rates for the primary contractor, Nobles Consulting Group, Inc., range from $45.00 hourly for clerical staff to $140.00 for professional surveyor managers, with specialized equipment charges calculated at cost plus 10% to 190% markup depending on the equipment type. Subcontractor rates are provided for Michael Baker Jr., Inc. (labor ranging from $49.50 to $116.00 hourly), Diversified Design & Drafting Services, Inc. (labor ranging from $51.00 to $159.00 hourly), and NGSC–3001 International Operating Unit (hourly rates from $46.06 to $113.97, with specialized equipment hourly costs ranging from $369.56 to $1,974.98). All rates are fully loaded with fringe benefits, overhead, and administrative fees as specified in the respective rate schedules.
