This Task Assignment authorizes Wood Infrastructure & Environment Inc. to perform a site assessment in accordance with the work plan submitted to the Department on June 10, 2022 with the CEF/LOE revised on August 4, 2022. The work plan was approved by Breck Dalton, P.G. on August 1, 2022 and the SOW has been developed based on review memos dated May 16, 2022 and August 1, 2022 attached herein.
Subtask 1: Project Management Project management is calculated at 13% of the direct labor costs.
Subtask 2: Land Clearing, Well Redevelopment and Assessment, Groundwater Sampling This task includes labor, travel, subcontractor, laboratory, and equipment costs associated with subcontracting and overseeing the necessary land clearing and mulching activities (two days scoped for these activities), redevelopment of existing monitor wells onsite, assessment of the wells, casings and well pads and documenting any necessary repairs, collecting groundwater samples from six existing monitor wells onsite and packing the samples to be analyzed by the FDEP Lab for PFAS analysis (no cost associated for analyses). IDW will be staged for disposal at a later date. The deliverable for this subtask will be field notes, sampling documentation, chains of custody and the certified lab report.
Subtask 3: Soil and Groundwater Sampling, IDW Characterization & Disposal This task includes labor, travel, subcontractor, laboratory, and equipment costs associated with collecting groundwater samples from thirty two existing monitor wells onsite, advancement of twenty soil borings via DPT, collecting SPLP/TCLP samples, and sampling the five IDW drums onsite. All samples will be packed, shipped to fixed laboratory and analyzed for the full suite of volatile organic analysis (VOAs) and halogens (VOHs) via EPA Method 8021, PCBs and Organochlorine Pesticides (OCP) via EPA Method 8081, TRPH via the FL-PRO method, and five metals (Aluminum, Cadmium, Iron, Manganese, and Lead). IDW will be staged and disposed of offsite at a permitted facility. Groundwater flow characterization will also be conducted during this event. The deliverable for this subtask will be a Letter Report to include Tables and Figures;
Groundwater and Soil Sampling Field Documentation; certified laboratory report and IDW disposal documentation.

Subtask 4: Utility Locate, Well Installation, Soil and Groundwater Sampling, Property Survey This task includes labor, travel, subcontractor, laboratory, and equipment costs associated with the installation of up to ten micro wells onsite, three micro wells offsite and the advancement of up to ten soil borings via DPT (with prior FDEP approval of all locations), collection of groundwater and soil samples from the new wells/borings, and sampling the five IDW drums onsite. All samples will be packed, shipped to fixed laboratory and analyzed for those compounds that have previous GCTL/SCTL exceedances, but contingently has been scoped for the full suite of volatile organic analysis (VOAs) and halogens (VOHs) via EPA Method 8021, PCBs and Organochlorine Pesticides (OCP) via EPA Method 8081, TRPH via the FL-PRO method, and five metals (Aluminum, Cadmium, Iron, Manganese, and Lead). IDW will be staged and disposed of offsite at a permitted facility if necessary. Groundwater levels will be measured again in this subtask. A professional land survey will be completed which will depict all new and existing/replaced monitor wells. The deliverable for this subtask will be well installation documentation, groundwater/soil sampling field documentation, certified laboratory report and the property survey.
Subtask 5: Site Assessment Report This task includes labor hours associated with the preparation of a Site Assessment Report. The SAR will summarize the investigative findings, analytical results, groundwater flow determinations and will provide recommendations for future assessment and/or remediation of this site. A discussion for potential closure options, figures showing the sample locations, identified contamination plumes, groundwater flow contour maps, tables including groundwater and soil analytical results and highlighting all GCTL and SCTL exceedances, laboratory analytical results reports, groundwater sampling logs and any waste manifests generated from the drum removals, will be provided in the SAR.
Wood submitted an initial proposal/CEF/LOE on April 15, 2022 with a total cost of 119,354.88. After receiving tech review comments, the following changes were made:
*Cost increase to subcontract land clearing/mulching and drilling per FDEP comments *Cost decrease in IDW disposal; time/equipment cost increase for IDW characterization (PFAS) *Increase in labor hours and travel per diem to account for additional time needed for assessment & repair to well pads, additional sub oversight, PFAS sampling and sample prep to FDEP lab *Increase in cost for professional land survey *Increase in costs for soil sampling to water table *Lab costs increase for SPLP, decrease for QC/blanks removed, lab analyses for PCBs removed *Office ODCs removed
As a result of these changes, Wood submitted a revised cost proposal/CEF/LOE with the total revised task assignment amount of $122,777.87. Following tech review, the following changes were made:
*Lab costs increases due to FDEP request to analyze full suite of VOAs/VOHs/SVOAs *Labor costs increase due to July 2022 Labor Rate Changes
As a result of these changes, Wood submitted a revised CEF/LOE with the total revised task assignment amount of $170,068.75

1.0 INTRODUCTION
The Florida Department of Environmental Protection (FDEP) tasked Wood Environment & Infrastructure Solutions, Inc., (Wood), to conduct a Site Assessment (SA) at the former Adams Packing/Callaway Drum Recycling site, under Task Assignment No. HW001A, under Contract No. HW688. The general purpose of this SA is to collect information on the current site conditions including the nature of soil and groundwater contamination, determine potential human and ecological exposure pathways, and to determine the need for additional contamination assessment and/remediation activities at this site.
This SA has been requested by the FDEP Waste Site Cleanup Section (WSCS) for the purpose of further evaluating the site under the department’s State-funded hazardous waste cleanup program. As part of this task, Wood conducted a review of the site files in the OCULUS database to summarize the site history and previous site assessment and remediation activities. Using the available information concerning the current site configuration and land use, surrounding land uses, hydrogeology, and the previous groundwater and soil contamination information, Wood has prepared this Site Assessment Workplan (SAWP) which identifies the proposed groundwater and soil assessment activities at this site.
Adams Packing was a former citrus and produce packing facility that was also used for drum recycling activities by Callaway Drum Recyclers. Contamination has previously been detected in the onsite groundwater and is comprised of Chapter 62-777, Florida Administrative Code (FAC) Groundwater Cleanup Target Levels (GCTL) exceedances including the following compounds:
benzene, toluene, ethylbenzene, xylene, (BTEX), tetrachloroethylene (PCE), trichloroethylene (TCE), vinyl chloride, 1,3,5-trymethylbenzene, 1,2,4-trymethylbenzene, 3&4 methyl phenol, isophorone, naphthalene, cadmium and lead. In addition, benzene, xylene, 1,3,5-trymethylbenzene, 1,2,4-trymethylbenzene, isophorone and cadmium were detected above their respective GCTLs, in offsite groundwater, just west of the site. Previous soil contamination above Chapter 62-777, FAC Soil Cleanup Target Levels (SCTLs) consisted of toluene, xylenes, 1,3,5-trymethylbenzene, 1,2,4-trymethylbenzene, isophorone and PCBs. A soil source removal and subsequent groundwater treatment was conducted by Camp, Dresser & McKee, Inc., (CDM) in 2003. This was followed by a Contamination Assessment Report (CAR) by CDM in 2004, two quarterly groundwater monitoring events by CDM in 2005 and a Site Assessment Report Addendum (SARA) by CDM in 2009. Following the SARA, the site owners notified FDEP of their inability to pay for further site assessment and remediation.
1.1 Objectives
The objective of the SA is to identify if any source(s) of contaminants of concern (COCs), directly related to the former drum recycling operations, remain at the site area through the collection of groundwater and soil samples. A secondary objective is to define site conditions relevant to the distribution, transport, and remediation of targeted analytes that may be detected in the environmental samples collected at the site. A Site Assessment Report (SAR) will present the findings and conclusions of the investigation, as well as recommendations for appropriate further action(s) for this site.

1.2 Scope of Work
The scope of work in the proposal includes three phases of work as detailed below:
Phase I:
• Subcontracting a forestry mulcher operator to clear as much of the property that can be cleared in two days’ work including the dense understory in and around the existing monitoring wells, the solid waste trash piles, the observed drum areas, solid waste trash piles and soil sampling locations. This effort will include the western fence line, southern property line and the northeast corner of the site to facilitate subcontractor/contractor site access, field work staging area, allow for a possible southern fence installation and to provide a drum staging area, respectively;
• Redevelop the 32 existing monitoring wells onsite, as it has been at least 13 years since any of the monitoring wells have been sampled, and because several wells were found to have no well cap in place and has been open to the elements all these years;
• Further assess whether existing damage to well pads or protective casings noted during the site reconnaissance has affected the integrity of the wells and/or top of casing elevations. If repairs or replacement monitoring wells are needed, they will be added to the scope of work through a change order, and;
• In accordance with recent FDEP guidance, conduct groundwater screening sampling of six monitor wells (MWS-A1, MWS-N4, MWS-N2, MWS-C5, MWS-C2 & MWS-D1) for per-and polyfluoroalkyl substances (PFAS) analysis.
Phase II:
• Resample monitoring well MWS-B1, which is located near the solid waste/trash pile identified in the southern part of the site straddling Areas B and D, to characterize the current groundwater conditions in that area. The samples will be sent to an approved certified laboratory and analyzed for volatile organic compounds (VOCs), select polynuclear aromatic hydrocarbons (PAHs), Polychlorinated Biphenyls (PCBs), organochlorine pesticides (OCPs), select metals and Total Recoverable Petroleum Hydrocarbons (TRPHs) by the FL-PRO method. The select PAHs to be reported will include noncarcinogenic PAHs, isophorone, naphthalene, 1-methylnaphthalene and 2-methylnaphthlene. The select metals to be reported will include aluminum, iron, manganese, cadmium and lead;
• Resampling the remaining 31 existing monitoring wells at the site to characterize the current groundwater conditions for VOCs, select PAHs, select metals and TRPH analyses;
• If PFAS constituents are detected during Phase I in site groundwater samples at concentrations above the provisional CTLs, PFAS analysis will be added through a change order to FDEP for the groundwater, drum characterization and soil sampling analyses;
• Using a direct-push technology (DPT) rig with a Macro-core to collect soil samples to the water table interface to characterize the site soils in and around the areas of remaining drums, drum debris and other debris observed during the site reconnaissance. The samples will be sent to an approved certified laboratory and analyzed for VOCs, select PAHs, select metals and TRPH analyses;
• Using a DPT rig with a Macro-core, collect soil samples to the water table interface to characterize the site soils in the area of the solid waste/trash pile identified in the southern part of the site, straddling Areas B and D. The soil samples in these areas will also be
Project No.: 6783227012 Page 1-3 analyzed for PCBs and OCPs. Any additional discovery and necessary assessment of other solid waste trash piles, discovered as a part of site clearing activities in Phase I, will be addressed through change order with FDEP. A synthetic precipitation leaching procedure (SPLP) fraction will be collected from each sample interval in a 25 mg EnCore sampler. If SPLP analyses needs to be performed, the extraction and specific analyses will be handled through a Change Order;
• Collect waste characterization samples from the remaining IDW drums onsite.
• Transfer contents of existing drums into new drums and stage the drums at the front
(northeast corner) of the property so that they can be picked up by the waste hauler and properly disposed of at an approved landfill (old rusted drums will be disposed separately);
• Determining the hydraulic gradient and direction of groundwater flow to assess potential migration routes.
Phase III:
• Locating underground utilities, and obtaining City of Auburndale and/or Polk County right-of-way permits;
• Following a review of the groundwater sample analytical results, Wood will oversee the installation of approximately 16 monitoring wells, both onsite and offsite (if needed), including vertical extent monitoring wells if vertical delineation has not been achieved.
• Up to five lithologic borings will be included to better determine the depth and extent of the low permeability layer identified during previous investigations. An SPLP fraction will be collected from each sample interval in a 25 mg EnCore sampler. If SPLP analyses needs to be performed, the extraction and specific analyses will be handled through a Change Order;
• Collect groundwater samples from the newly installed monitoring wells to be analyzed for the same parameters as the existing wells were sampled for;
• Following a review of the soil sample results, conduct additional soil sampling in areas exhibiting SCTL exceedances, and;
• Conduct a professional land survey of the property and existing monitoring wells (horizontal and vertical control). This survey work will be conducted by a licensed surveyor and scheduled after completion of any well/pad/protective casing repairs if they are required. Any newly installed replacement wells and the newly installed Phase III monitoring wells will be included in the survey. Collect another complete round of water levels from the monitoring wells to further evaluate the hydraulic gradient and direction of groundwater flow in order to assess potential migration route(s).

4.0 FIELD INVESTIGATION SCOPE OF WORK - PHASE I
4.1 Site Reconnaissance
On March 29, 2022, representatives from Wood conducted a site reconnaissance of the Adams Packing site. The site was found to be heavily wooded and had a very dense understory. The site has a 6-foot-high chain link fence along the east (Berkley Road or front side), north and west sides of the property. No fence is situated along the southern property border. An unlocked gate is situated on the northeast corner of the fence line. A drainage ditch was also observed along the east side of the site. Entry to the site was found at the southeast corner of the site. A drainage ditch was observed that enters the site at this corner from across the street. The adjoining properties to the site include:
• West – “Rails to Trails” (TECO Auburndale Trail) and a Dog Park (Auburndale Dog Park)
• North - Residential community
• East – Three retention ponds, cell phone tower & residences
• South - Drainage ditch and an undeveloped lot
Piles of trash and debris were observed onsite while walking down the southern ditch near the outrigger line to the cell phone tower. Mounds of tires, drums and drum lids were observed scattered on the surface near the southern site border, straddling Areas B and D (Figure 2). It appeared that some of this material may have been buried. At least five drums, likely filled with liquids, were noted, four of which were next to newer monitoring wells, and assumed to contain IDW (Figure 4). During the reconnaissance, Wood located and did visual inspections of 28 of the 32 reported monitoring wells present at the site. Due to time constraints and the thick understory, the remaining four monitoring wells were not located at that time. Unfortunately, due to a filing error with the 2004 SAR, a map that included these newer wells was not made available until after the recon had been completed. The SAR and its updated map were subsequently located and provided to Wood.
The Area A monitoring wells included MWS-A1, A2 (FDEP replacement well initially identified as MWD-A2 in the field notes), MWS-A3, MWS-A2, MWD-A1 and MWS-A4. The monitoring wells located in Area B included monitoring well MWS-B1 and B-1. Area C monitoring wells found and inspected included MWS-C2, MWS-C3, MWD-C1, MWS-C5, MWS-C4, MWS-N1, MWD-N1, MWS-N2, MW-C1 (FDEP well), MWS-C1 and C3 (FDEP replacement well). Three monitoring wells, initially not identified by well numbers during the reconnaissance, were also found. These monitoring wells included MWD-C3, MWS-C8 and MWD-C4. The Area D monitoring well MWS- D1, identified originally in the fieldnotes as MWS-01) was found and inspected. The Area E monitoring wells that were located included MWD-N1, MWS-N3 and MWS-E1. Area F monitoring wells found included MWS-N4 and MWS-F1. It should be noted that several of the monitoring wells found had missing well caps and/or damaged concrete well pads and protective steel outer casings. Please refer to Figure 3 and Figure 4 for the monitoring well and drum locations, respectively. The site reconnaissance field notes and photographs are presented in Appendix A.
Project No.: 6783227012 Page 4-2
Phase I Activities
4.2 Forestry Mulching/Clearing
Due to the very thick understory and dense vegetation encountered during the site reconnaissance, forestry mulching and clearing activities will be needed to facilitate access to the drums, solid waste trash pile, soil sampling and monitoring well locations. This will include clearing the western fence line, the southern property line and the northeast corner of the site to facilitate contractor/subcontractor site access, provide for a possible southern chain link fence and to provide a drum staging area, respectively. As much of the property that can be cleared in two days will be conducted. Clearing as much of the site as possible, will grant access to areas of the site that could not be accessed during the site recon, and also allow for the inspection of additional debris piles that may need to be assessed. Pathways will need to be cut through the property to each of the monitoring wells and the solid waste trash pile so that they can be accessed by the DPT rig and sampling equipment. Some chainsaw work may also be necessary.
It should be noted that a traditional bush-hog cannot be used at this site because the trail needs to be cut from the front to create a pathway, therefore, a specialized forest mulcher, which is mounted to the front end of a skidsteer must be utilized. It is estimated that these activities will take no longer than two days to complete by Wood’s subcontractor.
4.3 Redevelopment of Existing Monitoring Wells
Reasoning that it has been over 13 years since last sampled and also because several wells had no caps, the monitoring wells will be redeveloped to assure proper groundwater quality samples.
The development water will be drummed for later disposal in accordance with FDEP and EPA guidance.
4.4 Existing Monitoring Wells Inspection
Wood will further assess whether existing damage to well pads or protective casings noted during the reconnaissance has significantly affected the integrity of the wells and/or top of casing elevations. Based on the site reconnaissance, it is estimated that 4 or 5 of the monitoring wells were impacted. If repairs or replacement monitoring wells are needed, it will be added to the scope of work and addressed through a change order with FDEP.
4.5 PFAS Screening Groundwater Sampling
In accordance with recent FDEP WSCS guidance, Wood will conduct groundwater sampling of six monitoring wells (MWS-A1, MWS-N4, MWS-N2, MWS-C5, MWS-C2 & MWS-D1) for per- and polyfluoroalkyl substances (PFAS) analysis. The selection of these monitoring wells for PFAS sampling was previously approved by FDEP. Wood will adhere to the October 2019 FDEP draft Standard Operating Procedures (SOPs) for PFAS sampling. The sample kits and the Laboratory analyses will be coordinated through and conducted by the FDEP Central Lab in Tallahassee.
Within 14 days of receiving the final certified laboratory report, Wood will submit an email summary including one figure with text boxes showing Perfluorooctanoic acid (PFOA), Perfluorooctanesulfonic acid (PFOS), and PFOA+PFOS concentrations, with no isoconcentration lines, for each of the six wells sampled. The deliverable will also include field notes/forms, and the certified lab report.
Project No.: 6783227012 Page 4-3
Phase II Activities
4.6 Groundwater Investigation
Groundwater samples will be collected from the 32 monitoring wells that are present at the site.
The groundwater sampling activities will be conducted in accordance with FDEP Groundwater Sampling FS2200 SOP http://www.dep.state.fl.us/water/sas/sop/sops.htm. The Groundwater samples will be collected using low-flow purging techniques with a peristaltic pump and new HDPE tubing. Field parameters including temperature, pH, specific conductance, turbidity, dissolved oxygen (DO) and oxygen reduction potential (ORP) will be measured. Purging will continue until the water level has stabilized (well recovery rate equals the purge rate), a minimum of one well volume will be purged prior to collecting measurements of the stabilization parameters.
Measurements of the stabilization parameters will occur at 2-to-3-minute intervals from each monitoring well prior to collecting the samples. If the field parameters stabilize (i.e., three consecutive measurements are within ranges specified in SOPs) and the water turbidity is less than 20 nephelometric turbidity units (NTU) after stabilization, the groundwater sample will be collected.
Each groundwater sample will be analyzed for VOCs (USEPA Method 8260), select PAHs (USEPA Method 8270), select metals, and TRPHs using the FL-PRO method. The select PAHs to be reported will include noncarcinogenic PAHs, isophorone, naphthalene, 1-methylnaphthalene and 2-methylnaphthlene. The select metals to be reported will include aluminum, iron, manganese, cadmium and lead. Monitoring well MWS-B1, located near the solid waste trash pile, will also include PCBs and Organochlorine Pesticides (OCP) analysis (EPA Method 8081). The samples will be shipped overnight under standard chain of custody protocol to Pace in Jacksonville, Florida. Per FDEP instruction, with the exception of any PFAS sampling/analysis, no Quality Assurance/Quality Control (QA/QC) samples will be included. The groundwater sample concentrations and site assessment activities will be compared to cleanup target levels contained in GCTLs Chapter 62-777, FAC and follow 62-780 FAC, respectively.
Please refer to Table 3 for a complete breakdown of the groundwater sampling activities and Figure 3 for the monitoring well locations.
4.7 Drum Sampling, Drum Staging, Drum Transfer and Drum Disposal
During the site reconnaissance, Wood identified five intact drums, possibly containing hazardous materials, at the site. It appears that these drums are IDW from previous investigations. Prior to handling the drums, Wood will conduct a more detailed inspection of the drums to better determine the drums conditions, the amount of corrosion, visible punctures, presence of bungs, bulging, and whether any drums are leaking any contents. Prior to the inspection and sample collection, the drums and immediate drum area will be screened using an organic vapor analyzer (OVA) and/or or combustible gas indicator. Samples from the drums will be collected and sent to an approved laboratory and tested for the COCs suspected at the site including VOCs, select PAHs, PCBs, OCPs and select metals. In addition, in accordance with 40 CFR 261, to further define the waste characteristics, the samples will be analyzed for pH, ignitability, corrosiveness and reactivity.
Based on the sample results, the drums will be removed from the staging area of the site and disposed of at an approved landfill or hazardous waste landfill.
If the drums are found to contain potentially hazardous materials, Wood plans to transfer the contents of the drum to a new drum that will be staged near the front (northeastern corner) of the http://www.dep.state.fl.us/water/sas/sop/sops.htm
Project No.: 6783227012 Page 4-4 property. Due to the poor condition and the remote location of the drums restricting access by vehicles, these drums will not be able to be overpacked, but rather will be transferred to new drums, by pumping the contents from the old drums into 5-gallon buckets and transferring the contents to new drums staged near the front of the property. Emptied rusted drums will be disposed of accordingly with the transferred fluids. The transfer of materials will be subsequently conducted.
4.8 Soil Investigation
To evaluate the potential impacts to the soil media, Wood plans to advance 10 soil borings located at the five drums located during the reconnaissance, in Areas C and E. In addition, Wood plans to advance five soil borings at the solid waste trash pile straddling Areas B and D, in the southern part of the site. The borings at this location will be at the edges of the trash pile at the four cardinal direction points and in the center of the pile. Wood also plans to perform an additional five soil borings (observed drum debris and additional solid waste trash piles) whose locations will be determined in the field based on site conditions, and in case additional debris piles are encountered onsite during these activities. These soil sampling activities will be accordance with FDEP SOP Soil Sampling FS3000 http://www.dep.state.fl.us/water/sas/sop/sops.htm and consistent with Chapter 62-780, FAC.
The soil borings will be conducted using a DPT rig equipped with a Macro-Core sampler. At each soil boring location, soil samples will be collected from six sample depth intervals. Based on previous investigations, the water table was encountered between 9 to 10 feet bls across the site.
The soil sample intervals include land surface to 6 inches, 6 inches to 24 inches, 2 feet to 4 feet, 4 feet to 6 feet, 6 feet to 8 feet and 8 feet to the water table interface. The samples will be shipped priority over night under chain of custody protocol to Pace Laboratories in Jacksonville, Florida, a NELAC approved contract laboratory and will be analyzed for VOCs (USEPA Method 8260), select PAHs (USEPA Method 8270), select metals (USEPA Method 6010) and TRPHs (FL-PRO method). The soil samples from the solid waste trash pile will also be analyzed for PCBs and OCPs. The select PAHs to be reported will include noncarcinogenic PAHs, isophorone, naphthalene, 1-methylnaphthalene and 2-methylnaphthlene. The select metals to be reported will include aluminum, iron, manganese, cadmium and lead.
