About this file

This document is Amendment No. 17 to Agency Term Contract No. GC879, a petroleum restoration program contract between the State of Florida Department of Environmental Protection and Taylor Environmental Consulting, LLC. The amendment extends the contract for an additional six-month period beginning August 14, 2024, and ending February 14, 2025. The original contract became effective on February 26, 2014, and has been previously amended multiple times. The contractor is represented by Lee C. Taylor, Principal Engineer/Owner, and the Florida Department of Environmental Protection is represented by Jessica Kramer.

The contract provides petroleum contamination site response action services. Under this amendment, no new Purchase Orders or Task Assignments may be issued after the extended term concludes on February 14, 2025. However, the contract will remain in effect for up to twelve months following the extended term to allow completion of any Purchase Orders or Task Assignments issued during the renewal or extended period. The amendment includes an attestation requirement that commodities or services offered have not been produced by forced labor, with provisions for contract termination should the contractor be placed on the state's force labor vendor list. All other existing terms and conditions of the original contract remain in effect, with any inconsistencies between the contract and this amendment resolved in favor of the amendment's provisions.

This Amendment to Contract No. GC879, as previously amended (Contract) is made by and between the Department of Environmental Protection (Department), an agency of the State of Florida, and TAYLOR ENVIRONMENTAL CONSULTING, LLC (Contractor), on the date last signed below.

WHEREAS, the Department entered into the Contract with the Contractor for petroleum contamination site response action services effective February 26, 2014; and

WHEREAS, the parties wish to amend the Contract as set forth herein.

NOW, THEREFORE, the parties agree as follows:

1. The Contract is extended for a 6-month period, pursuant to section 287.057(13), F.S., to begin

August 14, 2024, and remain in effect until February 14, 2025. The Department and the Contractor shall continue to perform their respective duties during this extension period pursuant to the same terms and conditions provided in the Contract.

2. Paragraph 4, Term of Contract Section C is hereby deleted in its entirety and replaced with the following:

C. No new Purchase Orders or Task Assignments shall be issued or executed after the Term of Contract.

However, the Restated Contract shall continue in effect up to twelve months after the extended term for completion of any Purchase Order or Task Assignment issued/executed during the renewal or extended term. Purchase Orders or Task Assignments, completion of which extends beyond the extended term shall continue to be subject to change, as appropriate.

3. Pursuant to 287.1346, F.S., by signing this extension of contract, Contractor attests under the penalty of perjury that to the best of his or her knowledge any commodities or services offered to the Department have not been produced, in whole or in part, by forced labor. Contractor further agrees that the Department will terminate this contract should Contractor be placed on the force labor vendor list created pursuant to section 287.1346, F.S.

4. All other terms and conditions of the Contract remain in effect. If and to the extent that any inconsistency may appear between the Contract and this Amendment, the provisions of this Amendment shall control.

The parties agree to the terms and conditions of this Amendment and have duly authorized their respective representatives to sign it on the dates indicated below.
