About this file

This is Amendment No. 15 to Agency Term Contract No. GC879, a language amendment with rate increase and decrease, executed between the Florida Department of Environmental Protection (Department) and Taylor Environmental Consulting, LLC (Contractor). The contract, originally executed on February 26, 2014, provides petroleum contamination site response action services in the South Region of Florida. The amendment was signed on May 11, 2023, by Lee C. Taylor, Principal Engineer of Taylor Environmental Consulting, LLC, and Justin Wolfe, Acting Deputy Secretary of the Florida Department of Environmental Protection, with an effective Rate Change Date of June 1, 2023.

Amendment No. 15 modifies the Rate Schedule (Attachment D, V3.5) for approximately 150 pay items related to petroleum remediation services, including drilling, boring, well installation, soil sampling, laboratory analysis, equipment mobilization, excavation, disposal services, remedial action planning, and professional engineering oversight. The rate changes apply only to new work assignments offered on or after the Rate Change Date, while pre-Rate Change Date work assignments continue under the prior Rate Schedule. The amendments include both rate increases and decreases, with increases ranging from approximately 1.76% to 8.00% and decreases ranging from approximately 9.30% to 25.00% on select items. The amendment also updates the Scope of Services to require photo documentation of drums to ensure they meet the industry standard of being 75% full and clarifies that no new Purchase Orders or Task Assignments shall be issued after the renewal term, though existing assignments may continue up to twelve months after expiration for completion.
