About this file

Amendment No. 15 to Agency Term Contract No. GC873 is a rate adjustment agreement between the Florida Department of Environmental Protection (DEP) and MDM Services, Inc., effective June 10, 2024. The original contract, executed February 20, 2014, provides petroleum contamination site response action services in the South Region of Florida. This amendment modifies the rate schedule (Attachment D, Version 3.6) for services performed under the indefinite delivery vehicle contract.

The amendment implements both rate increases and decreases across 234 pay items in the contract's scope of services, which encompasses drilling, boring, well installation, sampling, laboratory analysis, remediation system installation and operation, reporting, and professional oversight services. The majority of pay items reflect increases of approximately 5 percent, aligned with provision 11.B of the contract, which permits annual rate increases up to 5 percent with documented justification. Conversely, several items experienced significant decreases, including LDA (Large Diameter Auger) mobilization costs (41.58 percent and 45.23 percent reductions), various laboratory surcharges, and select remediation system operation and maintenance packages. All pre-Rate Change Date work assignments continue under the prior rate schedule (Version 3.5), while new work assignments offered on or after June 10, 2024, are subject to the new rates. The Department processed the rate changes on June 6, 2024, and provided notification to the contractor within five business days as required.
