About this file

This document is Amendment No. 2 to Agency Term Contract No. GC761 between the Florida Department of Environmental Protection (FDEP) and Groundwater and Environmental Services, Inc. The contract, originally executed on February 17, 2014, provides petroleum contamination site response action services in the Central Region of Florida. The amendment implements a rate increase to the contractor's rate schedule effective August 6, 2016, and is applicable only to new work assignments issued on or after the Rate Change Date.

The amendment authorizes rate increases across the contract's comprehensive pay item schedule, with increases not exceeding the maximum 5% allowed under contract provision 11.B.ii. The rate changes apply to over 200 line items covering services including office activities, field activities, drilling and boring, well installation, well abandonment, sample collection and laboratory analysis, soil source removal, petroleum storage tank removal, debris and waste disposal, resurfacing, in-situ injection, trenching, remedial action construction, pilot testing, system operation and maintenance, personnel services, and professional engineering and geology services. Most pay items received a 5% increase, though some items with lower increases include water and soil analysis services, ranging from +0.36% to +4.35%. The rate changes are documented in Attachment D (V2.1), the revised Rate Schedule, which supersedes the previous version (V2.0) and becomes the governing rate schedule for all new work assignments unless subsequently modified by additional contract amendments.
