About this file
This is Amendment No. 9 to an Agency Term Contract (No. GC748) executed between the Florida Department of Environmental Protection (FDEP) and Environmental Consulting & Technology, Inc. The contract provides petroleum contamination site response action services in Florida's Central Region. The amendment was executed on June 19, 2020, with an effective Rate Change Date of 06/19/2020, and applies exclusively to new work assignments issued on or after the Rate Change Date.
Amendment No. 9 implements rate increases to the contract's Rate Schedule (Attachment D), updating it from Version 3.1 to Version 3.2. The rate changes apply only to new work assignments and do not affect pre-existing or previously offered work assignments, which continue under the prior rate schedule. The rate increases do not exceed the maximum 5% threshold allowed under contract provision 11.B.ii, with individual pay item increases ranging from approximately 1.03% to 5.00%. The revised rate schedule encompasses over 300 pay items covering office activities, field operations, drilling and boring, well installation and abandonment, sample collection, laboratory analysis, soil source removal, debris and waste disposal, petroleum storage tank removal, resurfacing, in-situ injection, remedial action construction, pilot testing, monthly O&M packages, system equipment use, reports, and professional services including engineering and geological work. Specific rate adjustments are detailed in Table 1 of the amendment, with examples including File Review increasing from $438.79 to $460.72 and Site Health & Safety Plan increasing from $219.39 to $230.35 per unit. All other contract terms and conditions remain in effect.
