About this file
This document is Amendment No. 2 to DEP Contract No. GC714, a state and local contract indefinite delivery vehicle between the Florida Department of Environmental Protection (DEP) and York Risk Services Group, Inc. – Florida. The amendment was executed on September 20, 2012, and relates to a contract originally entered into on September 11, 2007, and previously amended on May 24, 2010. The DEP Contract Manager is Ashli Harvey, and the contract involves administrative and support services for environmental protection activities.
Amendment No. 2 implements rate reductions resulting from a contract renegotiation mandated by Chapter No. 2010-151, Laws of Florida, which required state agencies to review and reduce contract payments with private providers. The amendment exercises one five-year renewal option and extends the contract completion date from September 25, 2012, to September 25, 2017. Attachment D, the original Rate Schedule, is deleted in its entirety and replaced with Attachment D-1, the Revised Rate Schedule. The revised rates cover extensive administrative services including site identification and tracking, database quality assurance, contractor qualification processing, document indexing, general administrative support staffing at various levels (accountants, administrative assistants, auditors, program specialists, and database analysts), with unit prices ranging from $0.24 per page scanned to $82.45 per hour for senior-level database analysts. All rates include personnel and labor costs, equipment expenses, MyFloridaMarketPlace transaction fees, miscellaneous expenses, overhead, fringe benefits, travel, and incidental expenses.
