This document is Amendment No. 4 to DEP Contract No. GC655, a state contract between the Florida Department of Environmental Protection (DEP) and Aerostar Environmental Services, Inc., a Non-Minority/Woman-Owned corporation based in Jacksonville, Florida. The contract was originally executed on May 31, 2005, and previously amended on April 3, 2006, June 5, 2007, and November 25, 2008. The amendment was executed on March 29, 2010, and includes provisions for services funded through the U.S. Environmental Protection Agency (EPA) under the American Recovery and Reinvestment Act (ARRA) of 2009 and the Leaking Underground Storage Tank Trust Fund Program (CFDA 66.805).
The contract covers petroleum contamination site cleanup services on an indefinite delivery vehicle basis with fixed pricing for task assignments. Amendment No. 4 adds provisions requiring the contractor to incorporate green environmental practices into remediation strategies, including sustainable fuels, renewable energy, equipment efficiency, phased system design, and carbon footprint estimation. The amendment also establishes additional terms and conditions for EPA ARRA-funded services addressing recycling and waste prevention, final reporting requirements, compensation limitations, release of claims, subcontracting protocols, MBE/WBE utilization goals of 9 percent MBE and 3 percent WBE, prevailing wage requirements, Davis-Bacon compliance, Buy American requirements for iron and steel goods, and comprehensive audit and record retention obligations for five years post-completion.
