Contract Summary
DEP Contract No. GC655 is an indefinite delivery contract between the Florida Department of Environmental Protection (DEP) and AEROSTAR Environmental Services, Inc., located at 11181 St. Johns Industrial Parkway North, Jacksonville, Florida 32346. The contract was originally executed on May 31, 2005, and was amended on April 3, 2006 (Amendment No. 2), with a subsequent rate renegotiation certified on June 15, 2007. The contract is procured through a Statewide Contract mechanism (Reference No. 2004003C) and serves as an indefinite delivery vehicle for petroleum contamination site cleanup services. The contract is managed by DEP Contract Manager Ferda Yilmaz and was reviewed under the separation of duties requirements outlined for state procurement.
Amendment No. 2 replaced the original Rate Schedule (Attachment E) with a revised rate schedule (Attachment E-1) effective April 2007. The revised rates cover multiple service categories including bare labor rates for occupational groups spanning from $8.62 to $46.62 per hour for laborers, technicians, secretarial staff, and professional engineers. Additionally, the contract provides equipment rental rates for items such as concrete saws ($42.96 daily), core drills ($109.55 daily), and specialized environmental equipment including FID analyzers ($115.46 daily) and ground penetrating radar ($859.20 daily). The contract includes equipment kit rates for soil assessment, monitoring well installation, hydrogeologic testing, groundwater sampling, and remedial action construction, ranging from approximately $329 to $639 in daily totals. Compensation is structured with maximum allowable weekly compensation at four times the daily rate and maximum allowable monthly compensation at three times the weekly amount. The contract also encompasses a comprehensive expendables list covering supplies such as sampling devices, calibration gases, safety equipment, and various field materials necessary for petroleum contamination site cleanup operations.
