About this file
This is a Project Information and Scope of Services document for Arizona State University's (ASU) Request for Statement of Qualifications (RFSQ) to select a Construction Manager at Risk (CMAR) for Phase 1 Utility Distribution Renewal on the Tempe Campus. The project encompasses critical utility infrastructure improvements including the installation of underground direct-buried chilled water and hot water piping, extension of ASU Technology dedicated duct bank, and construction of new utility vaults and valve stations along Forest Avenue and Lemon Street. The CMAR will provide services during both pre-construction and construction phases, beginning at the Design Development Phase with responsibilities including CPM scheduling, constructability reviews, value engineering, cost estimating, subcontractor pre-selection, and GMP preparation. The estimated construction budget is $16,000,000, with the project schedule indicating CMAR selection in November 2026, design development starting in October 2026, construction commencing in May 2027, and substantial completion targeted for July 2027, followed by a two-year warranty period extending through August 2029. A Pre-Submittal meeting is scheduled, and prospective proposers are encouraged to submit questions through the SunRISE/Jaggaer electronic bidding portal.
ASU has implemented a Progressive Fee Schedule with preconstruction and construction phase fees calculated using a Project Complexity Coefficient that considers delivery method, new versus renovation scope, project scope, location, and schedule. Preconstruction fees have been intentionally set higher than typical market benchmarks to ensure adequate contractor resources and expertise for rigorous planning and budgeting, while construction phase fees align with prevailing market benchmarks. General Conditions/General Requirements (GC/GRs) are subject to project-specific review and potential refinement, with ASU maintaining discretion to evaluate high-cost items for classification as direct cost line items. The project requires Arizona Board of Regents (ABOR) approval before construction phase commencement, which may cause project delays. ASU reserves the right to cancel all agreements at its discretion, terminate the contract without further obligation if deemed unsatisfactory, contract with separate entities, and award additional phases to other firms. The selected CMAR must coordinate with the Owner's Commissioning Provider, comply with ASU Project Guidelines and sustainability requirements, and manage utility shutdowns, tie-ins, and restoration activities to maintain campus service continuity.

2. Project Description
a. Phase 1 of the ASU Utility Distribution Renewal project will provide critical utility infrastructure improvements to support current and future development on the Tempe Campus. The project will extend and enhance utility services to the new Tempe Campus Student Housing (TCSH) complex, improve the reliability and operational efficiency of the campus chilled water system, advance ASU’s decarbonization efforts through the transition from steam to hot water utility distribution, and extend the ASU Technology dedicated duct bank infrastructure.
b. The project will include, but will not be limited to, the installation of underground direct-buried chilled water and hot water piping, as well as the extension of the ASU Technology dedicated duct bank. New utility vaults will be constructed to facilitate connections to existing campus infrastructure and provide accessible points for utility distribution, maintenance, and future system modifications. Valve stations will also be incorporated into the utility distribution system to support connections to existing campus buildings, improve system isolation and operational flexibility, and accommodate future utility extensions as campus development progresses. The utility distribution improvements will require coordination with existing campus infrastructure and may involve modifications, rehabilitation, or selective improvements to existing utility tunnels to facilitate connections and tie-ins to the existing systems. The project will require coordination of utility shutdowns, tie-ins, phasing, and restoration activities to maintain continuity of campus services and support the safe and efficient completion of the work.
c. The primary routing for the direct-buried utilities will be along Forest Avenue and Lemon Street. Construction within these corridors will require careful coordination of utility installation, excavation, traffic control, pedestrian access, and campus operations. The work will also include restoration of roadway and asphalt surfaces impacted by construction activities, with repairs performed as necessary to return the affected areas to an appropriate condition following completion of the utility installation.
d. This project will be built in accordance with:
● ASU Project Guidelines
● ABOR Construction Cost Control and Professional Fee Guidelines
● Applicable state and local codes
● ASU Comprehensive Development Plan
● ASU is the Authority Having Jurisdiction (AHJ)
e. ASU intends to award this contract to a single firm. ASU, at its sole discretion, reserves the right to terminate this contract in full, without any further obligation, if officials determine that it is an unsatisfactory instrument to move the project forward. ASU also reserves the right to contract with a separate entity.
3. Construction Budget
Estimated Phase 1 Construction Budget: $16,000,000
An approved construction budget will be developed by ASU together with the selected DP and CMAR.
4. Progressive Fee Schedule
a. ASU has implemented a fee schedule to establish consistency, transparency, and alignment with market conditions across all project delivery methods.
b. Preconstruction and Construction phase fees, as well as General Conditions/ General Requirements (GC/GRs) are calculated with a Progressive Fee Schedule.
c. ASU intends to apply fees within the ranges shown below.
d. Final project fees will be established using a Project Complexity Coefficient, considering the factors listed below.
i. Delivery Method (DB, CMAR)
ii. New vs Renovation
iii. Project Scope
iv. Project Location
v. Project Schedule https://cfo.asu.edu/design-professionals http://www.azregents.edu/sites/default/files/reports/Cost-Control-Guidelines-ALL.pdf https://cfo.asu.edu/campus-planning
● Preconstruction Fees have been intentionally set higher than typical market benchmarks to ensure the contractor devotes the appropriate resources, expertise, and time necessary to rigorously plan, schedule, and budget the project. ASU views this investment as critical to achieving cost certainty at GMP and minimizing risk during construction.
● Construction Phase Fees are aligned with prevailing market benchmarks and are applied consistently to ensure equitable treatment of all proposers.
● General Conditions/General Requirements (GC/GRs) may be reviewed and refined on a project-specific basis, subject to Owner approval. While the maximum GC/GRs percentage remains in effect, ASU may consider adjustments to the composition of GC/GRs where appropriate.
● Certain high-cost items may be evaluated to determine whether they are more appropriately a direct cost line item within the Schedule of Values rather than embedded within GC/GRs.
e. These fees may be recalculated if there is a significant change order as required by the
Owner.
5. Estimated Project Schedule
Capital projects with an estimated total project cost of $10 million or more require approval from the Arizona Board of Regents (ABOR). This approval is required on projects for new construction, renovations, and major infrastructure improvements at ASU, NAU, and UA. Projects with an estimated total cost under $10 million require only university level approval.
Before the construction phase on this project may begin, an Individual Project Approval from ABOR will be required. The project may be delayed due to this approval process.

6. Scope of Services
a. Proposed services include Construction Manager at Risk (CMAR) services during both the Pre-Construction and Construction phases of the project. Under the conditions outlined below, ASU will enter into separate contracts for the design and construction phase of the Project. Design services will be provided by a separate awarded Design Professional under a separate design phase services agreement.
b. Pre-Construction services are anticipated to begin at the Design Development Phase of the project or potentially earlier in some cases. Pre-Construction services will include, among others:
● Attend and assist at all meetings and CMAR-designated activities.
● Prepare and maintain a Critical Path Method (CPM) schedule, including phasing if applicable.
● Conduct constructability reviews, system evaluations, and value engineering.
● Provide conceptual cost estimates throughout design to accurately forecast the GMP.
● Collaborate with ASU, Design Professionals, Cx Provider, consultants, and subcontractors.
● Pre-select subcontractors using a qualifications-based process.
● Prepare and negotiate the final GMP with necessary documentation.
c. Sustainability is a very important aspect of the program and this project is expected to comply with the new sustainability guidelines that have been incorporated into the ASU Project Guidelines. In addition, ASU has its own Sustainable Advisory Committee, and the Design Team and CMAR may meet with this committee to address compliance with the guidelines.
d. No Historic Preservation issues are anticipated on this project. ASU will coordinate with Arizona’s State Historic Preservation Office (SHPO) should any issues arise.
e. Commissioning. The CMAR shall coordinate closely with the Owner's Commissioning Provider (CxP) to ensure proper commissioning of all equipment and systems. While the Owner’s CxP will oversee the process, this does not absolve the CMAR of the responsibility to deliver a fully functional and operational system(s). The Owner expects the CxP to be engaged from the development of the Owner’s Project Requirements (OPR) through design and submittal reviews, construction activities (including startup and commissioning), and final functional testing.
The CMAR must collaborate with the CxP to ensure that the systems perform as required under all conditions and continue to operate consistently year-round and into the foreseeable future. Additionally, follow-up reviews involving the CMAR, their subcontractors, and the CxP will be conducted one year after commissioning completion and again two years after substantial completion
f. Additional phases to this scope may be released in separate drawing packages if, during the development of the project's scope, schedule, and budget, it is determined that phasing is necessary for optimal execution. It is important to note that the CMAR awarded the first phase of this RFQ is not guaranteed future phases from this RFQ or a separate RFQ. The awarded CMAR's performance will be continuously evaluated throughout both the preconstruction and construction phases and discussed during weekly meetings with ASU’s Project Manager.
g. If ASU and the CMAR agree on a guaranteed maximum price, and ASU receives the required approvals, ASU and CMAR will enter into an agreement that will cover preconstruction, construction, commissioning support, and warranty services for the project.
