About this file
This document is a Statement of Work (SOW) for the emergency repair of the Cloquet River Bridge located in the Superior National Forest in Minnesota. The bridge, constructed in 1957, suffered severe scour and undermining of the center pier footer during a June 2024 storm event. The project's scope is to install grout bags and grout to stabilize the pier and prevent the bridge from collapsing until a replacement can be funded and constructed.
The key requirements include providing all labor, materials, and equipment to install the grout bags and grout, conducting a reconnaissance dive to measure the void, and providing photos/video documentation of the work. The government will provide design documents and inspection reports. The contractor must have experienced personnel and complete the work as quickly as possible, with key deliverables including a project plan and post-work report. There are no specific security or Section 508 requirements. Payment will be made on a lump sum basis. The related federal contract opportunity is a small business set-aside solicitation for the bridge repair, with an estimated value between $25,000 and $100,000.

Project Cloquet River Bridge Emergency Repair
General Information
1.0 Scope of Work
Emergency Repair: Install grout bags and grout in scour void underneath the footer to support center pier from rotation and bridge from collapsing.
2.0 Background
The Cloquet River Bridge is located on Forest Road 122 in Township 56N, Range 12W, Section 25 (47.3099N, 91.7964W) in St Louis County MN. The Cloquet River Bridge constructed in 1957, is 67 years old two span continuous concrete beam bridge with a center pier. Prior to the June 2024 storm event there were no structural deficiencies noted. It had a deck rating of 6 (fair) and substructure rating of 7 (good). Because it had no exposure to winter salting the bridge was not programmed for replacement as it was anticipated to have many more years of service life remaining.
Seasonal peak flow in the Cloquet River is typically between 1000-2000cfs. The June 18, 2024 Storm Event caused a peak flow of around 6000 cfs. The flooding appears to have overtopped road and bridge as the bridge deck was washed clean and there is debris on the road shoulder at bridge ends. There is major degradation and scour of the riverbed. There was a debris jam on the pier nose. A dive investigation found severe scour at the pier. The center pier footer is completely undermined for about 2/3 of it's length. (See attached undermining sketch.) It is assumed that the reinforced concrete superstructure (continuous over the pier) is currently supporting the pier from rotating into the scour hole. Without repairing the undermining prior to spring flows, it is feared the scour will increase and the bridge will collapse.
This project is intended stabilize the bridge until a replacement bridge can be funded, designed and constructed. The bridge is currently closed to all traffic and will remain closed to all traffic upon completion of the work.
