About this file
This document is the City of Casselberry Utility Standards Manual, a comprehensive technical guideline established in March 2019 by the City of Casselberry, Florida, in collaboration with CPH, Inc. The manual provides minimum design and construction standards for all potable water, wastewater, and reclaimed water facilities to be dedicated to, owned, and maintained by the City. The manual applies to public and private facilities within the City's corporate limits or utility service area that will become additions to the City's utility systems. It covers eighteen primary articles addressing general provisions, definitions, design standards, right-of-way utilization, site preparation, excavation and trenching, clearing and grubbing, earthwork, quality control, grassing and mulching, chain link fencing, road replacement for utility installations, utility line installation requirements, gravity sanitary sewers, sanitary sewer force mains, sanitary sewer pump stations, potable water systems, and reclaimed water systems. The manual incorporates reference materials from numerous national and state organizations including AASHTO, ASTM, AWWA, FDEP, FDOT, and the St. Johns River Water Management District, and requires compliance with all applicable Federal, State, and City regulations and codes.
The manual establishes that design submissions varying appreciably from its standards or using non-specified materials require written requests with supporting engineering documentation for approval by the Public Works Director. Pre-construction conferences are mandatory between the Owner/Developer, their Engineer, Contractor, all utilities, and City Staff before any construction commences. The City requires periodic inspections during construction and final inspection upon project completion, with detailed submittals including payment for failed material tests, agency certifications, utility system clearances, and Record Drawings in both digital AUTOCAD format and hard copies. The document specifies detailed technical requirements for materials, installation methods, testing procedures, and quality assurance standards, with appendices providing standard details and an approved products list. The manual is not entirely restrictive in nature and acknowledges that it describes minimum acceptable standards while promoting uniformity; individual requirements may be superseded by City Commission-approved Planned Developments or Planned Unit Developments where applicable.
