About this file

This is a Change Order Notice issued by the Chief Procurement Office for General Services on behalf of the Illinois Department of Agriculture to increase costs for waste management services at the Illinois Fairgrounds. The change order addresses an unanticipated increase in garbage generation during both Fair and Non-Fair events at the facility. The underlying contract, numbered 22-406AGR-FRHRS-P-42339, is scheduled to expire on November 1, 2026. The change order seeks to extend funding through the contract expiration date to cover unpaid invoices resulting from higher-than-expected waste volumes. Waste management services are mandated by local and state laws and regulations and are essential for the operation of events at the Illinois Fairgrounds, particularly given the upcoming Illinois State Fair.

The Illinois Department of Agriculture is requesting a cost increase of $65,000.00 to satisfy outstanding invoices through the contract's November 2026 expiration. The cost increase was necessitated by higher garbage volumes than originally anticipated at the time of contract execution. Without this increase, the incumbent waste management vendor has indicated it will cease service due to unpaid invoices, which would prevent scheduled events from proceeding at the fairgrounds. This change order meets the posting requirement threshold of more than $25,000 and will be posted on the Bulletin/BidBuy for 14 days in accordance with procurement regulations.

thedetails: Illinois Department of Agriculture is seeking to increase the cost for the waste management during Fair and Non-Fair events at Illinois Fairgrounds. The current contract, with number 22-406AGR-FRHRS-P-42339 expires in 11/01/2026, however, there was more garbage generated than expected, therefore the department needs to pay $ 65,000.00 more in order to satisfy the invoices that needs to be paid until November.

This contract is vital for the operations at Illinois Fairgrounds. Waste management is required according to the local and state laws and regulations. Without the waste management the events at Illinois Fairgrounds won't be able to occur. With the Illinois State Fair starting next month, it is crucial for the department to increase the cost, so the vendor continues to come and pick up the garbage. If the contract is not increased, the vendor will not come to pick up garbage since invoices will be left unpaid. Especially with the Illinois State Fair starting next month, the department is mandated to take care of the garbage, or otherwise the fair can turn into a disaster.
