About this file
This Change Order Notice from the Illinois Department of Agriculture's Chief Procurement Office for General Services seeks to extend an existing waste management contract for operations at the Illinois Fairgrounds. The contract extension will continue for one additional year, from November 2026 through November 2027, under the same terms and conditions as the original agreement numbered 22-406AGR-FRHRS-P-42339. The waste management services are required to support fair and non-fair events at the Illinois Fairgrounds in compliance with local and state laws and regulations. The vendor will provide multiple dumpster sizes including four 1-yard cubic dumpsters, two 2-yard cubic dumpsters, two 4-yard cubic dumpsters, one 6-yard cubic dumpster, two 8-yard cubic dumpsters, one 10-yard cubic dumpster, one 20-yard cubic dumpster, and one 30-yard cubic dumpster to support the facility's operational needs.
The total cost for the one-year contract extension is $354,370.00, representing a significant cost savings as the vendor is offering the same price that was quoted in 2022 ($354,700.00) despite substantial increases in operational costs across the current economy. This pricing stability is noted as an exceptional value given the rising costs in waste management services and the frequency of events occurring during the Illinois State Fair and throughout the regular year. The change order meets the threshold requirement for posting on the Bulletin/BidBuy for the mandatory 14-day public notice period, as the contract extension increases costs and extends the performance timeline beyond the established thresholds under Illinois Procurement Code provisions.

This Change Order Notice provides detail as to why the change order is needed and, pursuant to Section 33E-9 of the Criminal Code, that the circumstances said to necessitate the change in performance were not reasonably foreseeable at the time the contract was signed or the change is germane to the original contract as signed. Change orders are defined by Section 1-15.12 of the Procurement Code and Section 1.2067 of the CPO-GS' Administrative Rules.

| thedetails: Illinois Department of Agriculture is seeking to extend the contract for the waste management during Fair and Non-Fair events at Illinois Fairgrounds. The current contract, with number 22-406AGR-FRHRS-P-42339 expires in 11/01/2026. The Illinois Department of Agriculture is seeking to extend that contract for one more year, until 11/2027, with the same terms and conditions. |
This contract is vital for the operations at Illinois Fairgrounds. Waste management is required according to the local and state laws and regulations. Without the waste management the events at Illinois Fairgrounds won't be able to occur There will be four- 1 yard cubic dumpsters, two-2 yard cubic dumpsters, two- 4 yard cubic dumpsters, one-6 six yard cubic dumpster, two- 8 yard cubic dumpsters, one-10 yard cubic dumpster, one- 20 yard cubic dumpster, and one-30 cubic dumpster. The total for one year will be $ 354,370.00.
The economic benefit of extending contract for one more year is that the vendor is offering the same price for the waste management as it was offered in 2022. The price at that time for one year was $ 354,700.00, while the same price is being offered by the vendor for the one year period, from 11/2026 to 11/2027. Due to the rising cost in the current economy, it would be almost impossible to find another vendor that offers a reasonable price like that. Considering that multiple events occur during Illinois State Fair and during regular year the price is extremely reasonable.
