About this file

This is an addendum to a solicitation issued by the Capital Area Transit System (CATS), a public transit authority serving the Greater Baton Rouge metropolitan area in Louisiana, for transit advertising services. The addendum modifies the original solicitation by extending the proposal due date from August 10, 2026 to August 17, 2026 at 10:00 a.m. Central Standard Time. The scope of work encompasses revenue-generating advertising services on CATS's bus fleet, including 59 fixed-route buses and 100 bus shelters, with available advertising formats including full wraps, half wraps, King Kong wraps, and other interior and exterior configurations on various bus sizes (32-foot, 35-foot, and 40-foot vehicles). The contract is structured for a two-year base period with three optional one-year extensions exercisable upon mutual agreement. The selected vendor will be responsible for all costs associated with installation, removal, maintenance, storage, and damage restoration.

The addendum primarily addresses the revision of the price proposal form in response to vendor inquiries regarding the complexity of the original pricing structure. Vendors must now submit proposals using the revised price proposal form that delineates minimum annual guarantees (MAG) and revenue share percentages by advertising format and quantity. Compensation will be structured as the greater of either a fixed minimum annual guarantee or a percentage of gross advertising revenue, with monthly payments due by the 20th working day of each month. Required insurance coverage includes commercial general liability ($1 million per occurrence/$2 million aggregate), workers' compensation, automobile liability, professional liability, and cyber liability ($1 million minimum). Proposers must demonstrate financial viability, relevant transit advertising experience, qualified personnel, and provide at least three professional references with their submissions.
