About this file
This is Addendum #1 to an Invitation to Bid issued by the Capital Area Transit System (CATS) in Baton Rouge, Louisiana for transit advertising services. The addendum responds to 47 vendor questions regarding the solicitation (2026-TransitAdvertisingServices-002) with an ITB due date of August 10, 2026 at 10:00 a.m. Central Time. CATS seeks proposals to sell and install approved transit advertising on its assets, including bus exterior and interior advertising, bus shelter advertising, and bus bench advertising. The current fleet inventory consists of 68 buses at 35 feet, 6 buses at 30 feet, 86 bus shelters, 74 interior advertising displays, and no current bus benches (though benches are planned for future installation). Approximately 40 buses are actively used daily with approximately 20 out of service. CATS anticipates removing approximately 12 buses within 2-3 years. The contract will operate for a two-year base period with three optional one-year extensions exercisable upon mutual agreement. Site visits and bidders conferences are not mentioned in the addendum.
Historical advertising revenue demonstrates a declining trend: $614,815 in 2022, $573,192 in 2023, $460,304 in 2024, and $308,175 in 2025, with current advertisers including Law Offices, Lottery, Medical care, and Counsel on Aging generating approximately $25,962.50 monthly (or $155,775 over six months). No current advertising contract exists, though existing advertising contracts will transfer to the successful contractor. Pricing proposals must include a fixed annual guarantee, a percentage of gross advertising revenue, and a monthly minimum guarantee, with CATS to evaluate and select the most favorable approach; media trade or promotional advertising is acceptable. The contractor bears all costs for installation, removal, maintenance, sign storage, and paint damage restoration, with no posting charges, removal fees, or miscellaneous fees permitted to be charged to CATS. CATS will provide a small storage space in the maintenance area located at 2250 Florida Boulevard, Baton Rouge, Louisiana 70802. The contractor must establish advertising rates subject to CATS approval and submit a detailed sales plan within 30 days of notice to proceed. No DBE or SBE participation requirements apply. Monthly payments to CATS are due by the 20th working day of each month with a 5% late fee for payments exceeding ten days overdue.
