About this file

This is a project plans and specifications document prepared by the City of Royal Oak Engineering Division for the 2026 Catalpa Drive Resurfacing Improvements project (Contract CAP2607). The project encompasses resurfacing and infrastructure improvements to Catalpa Drive extending approximately 56 miles from Woodward Avenue to Main Street in Royal Oak, Michigan. The scope of work includes pavement resurfacing (both asphalt and concrete), water main installation and replacement, curb and gutter work, sidewalk and driveway approach construction, traffic control and maintenance, utility coordination, and erosion control measures. The project spans multiple stations from STA 10+00 to STA 66+00, with specific cross-sections and construction details provided for different pavement conditions. Detailed plans indicate removal of existing pavement, installation of new asphalt overlays and concrete panels, water main connections at numerous locations (Woodward, Iroquois, Farnum, Oakridge, Forestdale, Fernwood, Woodcrest, Maxwell, Maple, Pleasant, Edgewood, Lafayette, Washington, Center, and Main), and comprehensive traffic control phasing for three construction phases. The contractor is responsible for maintaining traffic flow with one lane open at all times unless otherwise approved, protecting existing bridge structures, conducting utility coordination including Miss Dig notifications, and managing pedestrian refuge islands and crosswalk installations.

The project specifications require compliance with the 2011 edition of the Michigan Manual of Uniform Traffic Control Devices, current City of Royal Oak Standard Specifications for Construction, and the Michigan Department of Transportation 2020 Standard Specifications. The 72-hour Miss Dig notification requirement applies to all underground work. Water main materials shall comply with AWWA standards, with testing including pressure testing and chlorination verification. New concrete pavement is specified at 8 inches thick unless otherwise noted, with detailed joint specifications and reinforcement requirements using epoxy-coated bars. The contractor must complete new concrete driveways and sidewalks within 21 days of adjacent pavement installation and apply white membrane curing compound immediately after finishing. Water service replacements are anticipated, with lead or galvanized services to be replaced from the main to the meter box. Environmental compliance includes proper handling of potentially contaminated soils discovered during excavation and installation of water main with nitrile gaskets and polyethylene encasement. Bid submission deadline is 12:00 pm on Thursday, February 5, 2026, through the OpenGov procurement portal, with questions due by 12:00 pm on Thursday, January 29, 2026.
