About this file

This is an interoffice procurement plan memo from the Orange County Transportation Authority (OCTA) dated May 15, 2026, addressing the planned Request for Proposals (RFP 250342) for State Legislative Advocacy and Consulting Services. The procurement seeks qualified consultants to provide state legislative advocacy and consulting services during the 2027-28 legislative session. The contract will have an initial two-year term with two optional two-year renewal terms available. The procurement plan outlines the evaluation methodology and contract structure but does not specify response deadlines, site visits, or bidders' conferences in the document.

The contract is structured as a firm fixed-price agreement with a monthly rate basis, with an initial term valued at $456,000 and each option term also valued at $456,000, for a total potential contract value of $1,368,000 over six years. Funding will be provided through local Measure M revenue and federal FHWA sources. The evaluation criteria weightings are as follows: Qualifications of the Firm (25%), Staffing and Project Organization (35%), Work Plan (25%), and Cost (15%). The procurement plan indicates that prevailing wage requirements, liquidated damages, and an independent cost estimate apply to this solicitation. The proposed evaluation team consists of five members, including Georgia Martinez (Department Manager, non-voting), Kristin Jacinto (Executive Director, State and Federal Relations), Darrell Johnson (Chief Executive Officer), Jamey Federico (Board Chair), and Fred Jung (Vice Chair), with Don Wagner (Chair of Legislative Committee) also listed as an evaluator.
