About this file

This is a procurement plan memorandum for the Orange County Transportation Authority (OCTA) regarding RFP 250342 for State Legislative Advocacy and Consulting Services. The procurement seeks qualified consultants to provide state legislative advocacy and consulting services during the 2027-28 legislative session. The contract will have an initial two-year term with two, two-year option terms available. The RFP was selected as the procurement method because evaluation criteria beyond price are necessary to select an appropriate consultant with demonstrated access to state legislators and staff. The evaluation will be conducted by a five-member team including Georgia Martinez (Department Manager, Procurement), Kristin Jacinto (Executive Director, State and Federal Relations), Darrell Johnson (Chief Executive Officer), Jamey Federico (Chair of Board of Directors), Fred Jung (Vice Chair of Board of Directors), and Don Wagner (Chair of Legislative Committee).

The evaluation criteria are weighted as follows: Qualifications of the Firm (25%), Staffing and Project Organization (35%), Work Plan (25%), and Cost (15%). The contract will be structured as a firm fixed price agreement based on a fixed monthly rate proposed by selected firms. Funding for the initial two-year term is $456,000 from Local Measure M sources, with identical funding of $456,000 for each of the two optional two-year terms. An independent cost estimate has been received, and a requisition (R001950) has been submitted. The procurement does not include prevailing wage requirements, liquidated damages, or DBE goals. The department manager concurrence was provided on 6/15/26.
