Bid Quote Sheet Summary
This is a Bid Quote Sheet for IFB OMH01-C202960-3650390 issued by the New York State Office of Mental Health (OMH) and Kingsboro Psychiatric Center for preventive maintenance and water treatment services. The contract requires bidders to provide comprehensive water treatment and preventive maintenance services for water treatment systems and ancillary equipment at the facility located at 681 Clarkson Avenue, Brooklyn, NY 11203. Services encompass multiple building systems including water softening, chemical metering and feeding equipment, corrosion coupon monitoring, chemical testing, and treatment for steam boilers, cooling towers, chillers, and closed-loop hydronic systems across Buildings 1, 2, 19, 22, 33, and 34. A mandatory site visit was held on Wednesday, July 29, 2026, at 10:00 AM ET, with questions due by Thursday, August 6, 2026, by 3:00 PM ET. Bid submissions were due no later than 3:00 PM ET on Thursday, August 20, 2026. The contract term is five years. The facility anticipates a chiller and ancillary equipment replacement project beginning in October 2026 and completing in spring 2027, with existing equipment included in Year 1 coverage pending project completion.
Bidders must provide unit costs for all preventive maintenance tasks across each contract year, with annual costs and five-year totals calculated automatically. Time and material rates are required for repairs not covered under routine maintenance, including emergency service with a two-hour response requirement. A material allowance of $10,000 per year is provided with a fixed 10 percent material markup. Mechanical Technician labor rates are subject to New York State Department of Labor Prevailing Wage requirements, while only chemical treatment and testing services are excluded from prevailing wage requirements. Minority and Women Business Enterprise (MWBE) and Service Disabled Veteran Owned Business (SDVOB) participation goals of 16 percent MBE, 14 percent WBE, and 6 percent SDVOB are established. No reimbursement is provided for travel time, travel expenses, mileage, or fuel costs. Bidders must certify receipt of prevailing wage rates, understanding of electronic payment requirements, compliance with ethics commission approval if applicable, and that actual services performed may only be invoiced at the quoted unit costs, which cannot be changed after bid opening.
