About this file

This is a Justification for Single Source Award document under Simplified Acquisition Procedures (SAP) for the Department of Veterans Affairs, Network Contracting Office 23 (NCO23) located in Sioux Falls, South Dakota.

The acquisition concerns maintenance and recalibration services for Reichert Ophthalmic Instruments Phoropters at the St. Cloud VA Health Care System, with an estimated value of $57,244.44. The contracting officer justifies the single source award based on the specialized nature of the equipment, which requires brand-specific maintenance by qualified technicians trained on Reichert Phoropters. The contracting activity conducted comprehensive market research including searches of the SBA Small Business Search database using NAICS code 811210, the GSA eLibrary, and the AbilityOne Procurement List, all of which yielded no viable alternatives. A sources sought notice (36C26326Q0221) was posted to SAM.gov on December 17, 2025, resulting in interest from an SDVOSB company pursuing Reichert certification and Walman Optical, a large business. The acquisition falls under the simplified acquisition threshold category of over micro-purchase but not exceeding $250,000, with funding charged to on2237 656-26-2-023-0007. Contracting Officer John Milroy approved and certified the justification on February 4, 2026, in accordance with FAR 13.106-1(b).
