About this file

This document is a Single Source Justification for Simplified Acquisition Procedures (SAP) for the Department of Veterans Affairs. The Rocky Mountain Regional VA Medical Center requires a new firm-fixed price contract for Technical Information Management System (TIMS) Imaging Equipment to replace two existing systems in the Physical Medicine & Rehabilitation Services (PMRS) department. The TIMS 2000 System is a specialized PC-based video recording device that connects to medical imaging modalities, converts non-DICOM images to DICOM format, and is used for approximately 10-15 weekly fluoroscopic swallow studies.

Market research was conducted by reviewing federal databases (FPDS, VETCERT, GSA) and posting a sources-sought notice, with no alternative vendors responding. The justification emphasizes that no other systems can be used across different departments or are compatible with the medical center's equipment. Replies were received from an SDVOSB vendor and the manufacturer, TIMS Medical, a small business. The acquisition is planned with the Simplified Acquisition Threshold (SAT) of $250,000, and the effective date is set for 11/15/2024, with the Acquisition Plan Action ID of 36C259-25-AP-2644.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The TIMS 2000 System is a PC-based video recording device that connects to any imaging modality. It is a medical imaging system primarily used for recording, editing, and archiving high-resolution video and audio from various medical imaging modalities, including fluoroscopy, endoscopy, and surgery. It's also commonly used for modified barium swallow studies (MBS). This system converts images from various non-DICOM modalities (like fluoroscopy, endoscopy, and ultrasound) to the DICOM format, allowing for better integration with PACS (Picture Archiving and Communication System) and other systems.

PMRS requires replacing two TIMS imaging equipment systems

This critical equipment is used for approximately 10-15 weekly fluoroscopic swallow studies in the PMRS department.
