Pricing Document Summary

This is a Pricing Document (Attachment 11) for Request for Proposal Solicitation No. BPM007439 issued by the Arizona Department of Environmental Quality (ADEQ) for the Air Quality Accelerated Permit Processing Program. The document establishes the pricing framework for contractor services to support ADEQ's air quality permit processing operations, with contract awards anticipated to begin April 30, 2027. Proposals were due August 18, 2026. The solicitation encompasses both support services and professional personnel across multiple levels, with hourly rates serving as a primary evaluation criterion for the contract award decision.

Offerors must submit all-inclusive hourly rates for two support service categories (Support Level I and II) and three professional personnel categories (Professional Level I, II, and III), with specific minimum qualifications and experience requirements detailed for each position type. The pricing document requires offerors to list all key personnel with their corresponding professional level classifications and associated hourly rates, identify any subcontractors, and provide a narrative description of how rates were derived. Offerors may offer optional prompt payment discounts if ADEQ issues payment within seven, ten, or other specified calendar days from invoice receipt. All pricing must be submitted on an all-inclusive basis covering labor, benefits, payroll burden, insurance, workers' compensation, taxes, profit, overhead, administrative costs, and all other related expenses. Additionally, offerors must enter $1.00 in the Arizona Procurement Portal (APP) system's Line Item in the Items (F) tab to ensure their offer is considered valid within the APP system.
