About this file
This is a Method of Approach attachment to a Request for Proposal (RFP) issued by the Arizona Department of Environmental Quality (ADEQ) for the Air Quality Accelerated Permit Processing Program. The solicitation, designated BPM007439, requires offerors to provide narrative responses demonstrating their understanding of the Scope of Work and describing their overall approach to delivering the requested services. Offerors must respond to two distinct scenarios: Scenario #1 involves completing a Prevention of Significant Deterioration (PSD) permit application for a natural-gas-fired combined-cycle combustion turbine facility located in an attainment area, with emissions triggering PSD review for multiple pollutants (NOx, CO, PM, PM10, PM2.5, CO2e) and proximity considerations to Federal Class I areas, a learning site, and Native American tribes; Scenario #2 requires completing a minor New Source Review (NSR) Class I air permit application for a natural-gas-fired simple-cycle combustion turbine facility in a nonattainment area for PM10, with specific emission thresholds and proximity to a learning site. ADEQ anticipates awarding one or more contracts with a target service commencement date of April 30, 2027, and proposals are due August 18, 2026.
Offerors must provide descriptive, well-organized, factual, and specific responses that address all items listed in the Scope of Work, with responses structured to reference applicable section numbers and subsections. Responses should include detailed schedules with start and end dates for all tasks and subtasks, acknowledge requirements where applicable, and demonstrate the offeror's ability to satisfy contract terms. The document permits offerors to remove the instruction language from their submitted proposals. Upon request by the State, offerors must provide additional clarification information regarding their Method of Approach. The file contains no information regarding pricing, set-asides, incumbents, or funding amounts and sources.

Attachment 10 – Method of Approach
Offeror shall provide a narrative response to both Method of Approach SCENARIO #1 and SCENARIO #2 detailed below, demonstrating the Offeror’s understanding of the Scope of Work requirements and describing the Offeror’s overall proposal for providing the services required by the Scope of Work as stated in this Solicitation. This plan shall be the Offeror’s “Method of Approach”.
By submitting an offer, the Offeror makes a firm commitment to provide the services as required by the Scope of Work. The material contained in the Offeror’s Method of Approach should be relevant to the service requirements stated in the Solicitation and submitted in a sequence that reflects the Scope of Work and information relevant to the designated evaluation criteria as stated in the Special Instructions to Offerors. Failure to include the requested information or provide a complete response may have a negative impact on the evaluation of the Offeror's proposal.
1. The Offeror shall provide descriptive, well organized responses that are factual, specific, and relevant to the terms outlined in the Scope of Work. The Offeror’s responses should provide solutions to problems and plans of proposed action that demonstrate the Offeror's ability to satisfy the terms included in the Scope of Work. Technical language should only be used when describing a technical process.
2. The Offeror’s Method of Approach should respond to all items listed in the Scope of Work.
3. For each section of the Scope of Work, the Offeror should provide a response reflecting the criteria discussed in this document. The Offeror’s response should start by reiterating the section referenced in the Scope of Work (i.e. the section reference number and the subsection heading (if available)).
For example:
3.3.6.1 Element One (1) Preliminary Tasks
[Offeror’s Response] 4 Some sections of the Scope of Work may not be applicable to Scenario; therefore, the Offeror should distinguish where appropriate.
4. While it may not be possible to provide a response other than acknowledging certain requirements in the Scope of Work, such acknowledgments should be indicated using the response criteria discussed in this document.
5. The Offeror’s Method of Approach should provide a detailed schedule of tasks and subtasks to be accomplished and should continue until the task and/or subtasks are completed. Submitted schedules shall provide start and end dates or time periods for each task and subtask submitted as appropriate
6. Upon request by the State, the Offeror shall provide additional information regarding their Method of Approach in accordance with Standard Instructions to Offerors, Section 6.5 Clarifications.
[Offeror may remove above instructions from Offeror’s proposal.]
SCENARIO #1:
An applicant proposes to construct and operate a natural-gas-fired, combined-cycle combustion turbine facility. The project is located in an area designated as attainment or unclassifiable for all criteria pollutants. Potential to emit (PTE) emissions from the facility trigger a Prevention of Significant Deterioration (PSD) review for NOx, CO, PM, PM10, PM2.5, CO2e. The facility will be a minor source of HAPs. The project site is located within 50 km of one Federal Class I area, with three additional Class I areas located within 100 km. The nearest learning site is located 10 miles from the project, and there are two Native American tribes located within 100 km of the facility. Please provide your method of approach to complete this PSD permit application.

SCENARIO #2:
An applicant proposes to construct and operate a natural-gas-fired, simple-cycle combustion turbine facility. The project is located in an area designated as nonattainment for PM10 and attainment for all other criteria pollutants. Potential to Emit (PTE) from the facility is below the 250 tons per year (tpy) Prevention of Significant Deterioration (PSD) threshold; however, emissions of NOx and CO exceed 100 tpy. Additionally, emissions of PM10, PM2.5 and VOCs exceed minor source permitting exemption thresholds but are below major source thresholds. There is a learning site located 1.8 miles from the facility. Please provide your method of approach to complete this minor New Source Review (NSR) Class I air permit application.
