About this file
This document is Solicitation Amendment No. 3 for Solicitation No. BPM007155, issued by the Arizona Department of Administration's General Services Division, located in Phoenix, Arizona. The solicitation is for Security Materials and was issued on 10/16/2025.
The solicitation amendment clarifies the scope of the request for proposal (RFP), specifically confirming that it is for the supply of physical security materials only, such as door hardware, access control systems, and keys. The amendment explicitly states that the contract will not include installation, service, maintenance, or repair of security systems. The state and eligible cooperative (Co-Op) members use multiple proprietary and/or non-proprietary key systems, and vendors are requested to provide pricing for the products they supply. The amendment addresses vendor questions about the exact nature of the security materials sought and confirms that the contract is limited to material supply, which may include delivery.

Pursuant to the Instructions to Offerors, Item 2.6., Solicitation Amendments, the above referenced solicitation shall be amended as follows:
1. Question and Answer List –
1. Can you please provide additional clarity and further define the Scope of Work for this RFP? The RFP Title, Solicitation Summary, and Scope of Work reference "Security Materials" but do not seem to define exactly what those Security Materials are and what products and services the State of Arizona is seeking to satisfy as part of this RFP.
A. Full catalog of items intended for physical security materials, i.e. door hardware, access control, keys.
2. Under Section 2.2.3 the RFP appears to outline categories of products that could be included in each manufacturer price book submitted. In subsection 2.2.3.3 "Complete Catalog" it mentions specialty electronic components, wireless technology, biometrics and card readers. I do not believe the intent of the contract is for the supply, furnish, or install of Access Control Systems. Can you please confirm that is the case and that this RFP and resulting contract is not to be used for the installation, service, repair, and/or maintenance of Security and Protection Systems including Access Control Systems?
A. Confirmed that installation, service and maintenance are not included in the scope.
3. Please confirm that this RFP is for Supply of Material only (which may include delivery)?
A. This RFP is for the supply of parts and materials only, which may include delivery. This contract would not include any service, maintenance, or installation.
4. Does the state have a standardized key system? If so can you provide any details on the key system manufacturer and why type of patented key system is utilized?
A. The State and eligible Co-Op members use multiple proprietary and/or non-proprietary key systems. Please provide pricing for the products your company supplies.
