About this file
This document is a Request for Proposal (RFP) Contract Award and Executive Summary from the Arizona Department of Child Safety, covering Solicitation No. BPM006842 for the Fostering Sustainable Connections (FSC) program. The procurement process involved seven initial offerors: Arizona's Children Association, RY Services, Human Resource Training (HRT), Aid to Adoption of Special Kids (AASK), Maximum Family Care, AZ Treasured Families Services, and Southwest Human Development. Following a comprehensive evaluation process, the state determined that two organizations were most advantageous and recommended for contract award: Human Resource Training and Aid to Adoption of Special Kids.
The evaluation was conducted using a total possible score of 1,000 points, with proposals assessed on three primary criteria: Cost, Experience, and Method of Approach. Through a multi-stage procurement process including initial consensus evaluation, negotiations, Best and Final Offer (BAFO) submissions, and clarification requests, three offerors (RY Services, Maximum Family Care LLC, and AZ Treasured Family Services) were deemed not susceptible for award. Two additional offerors (Arizona's Children Association and Southwest Human Development) were also not awarded contracts. The submitted pricing was determined fair and reasonable based on adequate price competition, and the contract award aligns with Arizona Revised Statutes and Administrative Code provisions governing competitive sealed proposals.
