About this file
This document is a Procedural Manual for Direct Service Contracts focused on the Refugee School Impact (RSI) Client Services program, issued by the Arizona Department of Economic Security. The manual outlines procedures for the Arizona Refugee Resettlement Program (RRP), which is funded by the United States Department of Health and Human Services, specifically the Administration for Children and Families and the Office of Refugee Resettlement (ORR). The document applies to Refugee School Impact Program Service Providers and DES employees of the RRP.
The manual details the implementation of school support services for refugee populations, with a focus on client enrollment, service delivery, and documentation processes. Services include parent/student school system orientation, child care access, academic tutoring, ESL/ELT classes, early childhood education access, counseling, and after-school/youth programs. The services are designed to support refugee clients who meet specific eligibility criteria outlined in ORR Policy Letters 16-01 and 22-07. Providers are required to use the Arizona Refugee Resettlement Program Online Data System (ARRPODS) to document and track client services, with specific requirements for client intake, service recording, task management, and performance measurements. The program aims to assist refugee families with integrating into the U.S. education system and accessing necessary support services.
