About this file

This document is a State Procurement Office (SPO) Form 105 Brand Name Only Authorization completed by the Arizona Department of Transportation (ADOT) on behalf of the City of El Mirage. ADOT is procuring two sets (four total) of Carmanah Speed Check 15 speed feedback signs for installation at two school crossings within the City of El Mirage. The requested contract term is two years, with an estimated total cost of $24,000. ADOT intends to issue a Request for Quote (RFQ) for the Carmanah branded products, to be distributed to 57 suppliers registered in the Arizona Procurement Program (APP) under commodity code 55121710 for Traffic Signs. The authorization request was submitted on September 29, 2023, and approved by the State Procurement Office on October 3, 2023, with an approved expiration date of October 31, 2025.

The brand name specification was justified on the grounds that Carmanah products are consistent with speed signs already in use throughout the City of El Mirage and are compatible with existing systems, thereby reducing maintenance costs and personnel training requirements. Three potential suppliers were identified as sources for the Carmanah branded products: Carmanah Traffic & Parking Control Inc. (Brown Deer, Wisconsin), All Traffic Solutions (Herndon, Virginia), and TraffiCalm Systems (Post Falls, Idaho). The procurement authorization was approved pursuant to A.R.S. §412565 and A.A.C. R2-7-403(A), permitting ADOT to proceed with the brand name only procurement strategy while maintaining compliance with Arizona's Uniform Terms and Conditions for all contracts.

11. Describe why only the identified brand name item will satisfy the State's needs and why the specification is in the best interest of the State

ADOT is responsible for soliciting and establishing a contract on behalf of the City of El Mirage (City). The City requires the purchase of two sets (four total) of speed feedback signs for two school crossings. The Carmanah Speed Check 15 is specifically needed to meet the functional requirements of the overall project. Carmanah products are consistent with the speed signs used throughout the City and are compatible with its existing systems.

Additionally, continuing to utilize the same brand of products will reduce costs for the City in terms of maintenance and training of personnel.

Approval of this request does not allow for agencies to exceed their dollar acquisition amount of delegated authority.
