About this file
This document is an Evaluation Report for Solicitation No. BPM004287 involving multiple state agencies including Arizona Department of Environmental Quality (ADEQ), Department of Environmental Services (DES), and Department of Transportation (DOT). The report evaluates proposals from eleven companies for a Statewide Asbestos, Lead and Mold Consultant and Abatement Services contract, with participating companies including Comprehensive Risk Services, Southwest Hazard Control, East Valley Disaster Services, Native Environmental LLC, Kary Environmental Services, Phoenix Environmental Group, Spray Systems of Arizona, Circadian Enterprises, Viking Specialty Contracting, Titan Restoration of AZ, and Go To Services.
The evaluation assessed proposals across four key criteria: Method of Approach (600 points), Experience and Expertise of Personnel (200 points), and Overall Price Proposal (200 points). Scoring was based on rating definitions ranging from "Unacceptable" to "Exceeds Expectations", with Comprehensive Risk Services receiving the highest total score of 600 points. The scoring formula considered both qualitative factors like project management, reporting, and organizational capacity, as well as pricing competitiveness. The evaluation committee recommended making awards to top-performing contractors, with significant variations in scores reflecting differences in proposal quality, personnel experience, methodology, and pricing strategies.
