Bidders must submit electronic bids through OpenGov Procurement at https://procurement.opengov.com/portal/santa-monica-ca by 5:00 pm on Friday, November 20, 2026. The project involves sewer lateral work for beach restroom facilities. Questions and clarifications must be submitted through OpenGov's Question and Answer tab by November 13, 2026. Bid opening will be conducted electronically with all submitted bids viewable to the public immediately after the bid close time. The successful bidder must execute the contract and provide all required bonds and insurance within ten days of the Notice of Award.
Award determination will be based on a 50% price evaluation, 25% experience, and 25% project team composition, with the contract awarded to the best bidder rather than necessarily the lowest bidder. Performance and Labor & Material Payment Bonds, each equal to 100% of the Contract Sum, must be provided within ten days of award. All contractors and subcontractors must be registered with California's Department of Industrial Relations and comply with prevailing wage requirements, the Santa Monica Living Wage Ordinance, and certify compliance with the Oaks Initiative. The project requires use of Procore construction management software and LCP Tracker prevailing wage compliance software, both provided at no cost to the contractor.
