About this file
This is a Request for Proposal (RFP) issued by the Town of Timnath, Colorado for seasonal holiday lighting services in designated public areas. The Town seeks qualified contractors to provide comprehensive holiday lighting installation, maintenance, and removal services, including furnishing all labor, supervision, equipment, materials, transportation, traffic control, permits, and potential storage. The project encompasses multiple locations: the Timnath Bridge along Harmony Road; approximately 43 light poles extending from the railroad tracks near 3rd Avenue to beyond the school corridor; and town-owned deciduous trees along specified routes from 3rd Avenue through the school corridors to the northern project limit. Required services include garland installation with commercial-grade LED lighting on the bridge, decorative LED lighting (5mm mini LED) on light poles, tree trunk and branch lighting, canopy lighting (C9 LED 30-36 inch spacing), routine maintenance and inspections with response to outages, and removal with site restoration. The question submittal deadline is September 2, 2026 at 12:00 p.m., with final responses released September 4, 2026. Proposals are due September 11, 2026 at 12:00 p.m. Mountain Time via the Rocky Mountain e-Purchasing System (BidNet). Contractor interviews are scheduled for the week of September 21-25, 2026 at the Town's discretion. An Intent to Award Notification is expected September 30, 2026, with contract award by October 1, 2026. Contractors are urged to inspect the project site, and the Town reserves the right to hold in-person interviews at Timnath Town Center.
Pricing shall include all costs for parts and labor broken down by service type: garland installation, light pole lighting, tree trunk and branch lighting, canopy lighting, maintenance and service, removal, optional storage services, and optional warranty services. Contractors may offer cash discounts for prompt payment; discounts for periods of less than twenty days will not be considered. If no prompt payment discount is offered, payment terms default to NET 30 days from invoice receipt or product acceptance, whichever is later. Proposals will be evaluated on four criteria worth 25 points each: technical approach and capability, relevant experience on similar projects within the past five years, qualifications of the proposed team, and price. Contractors must demonstrate experience with comparable municipal or commercial projects, maintain all required licenses and insurance, comply with OSHA and applicable regulations, and provide trained personnel and appropriate lift equipment. The Town will award to the responsible contractor whose proposal presents the best value, considering both price and non-price factors, and may conduct oral interviews adding up to 10 additional points to the original score. Proposals must not exceed ten pages (excluding cover pages, dividers, and manufacturer specification sheets) and must be signed by an authorized agent. The Town is exempt from sales and excise taxes. All materials submitted become the property of the Town and are subject to the Colorado Open Records Act.

VI PROPOSAL SCORING AND SELECTION PROCESS:
Proposals will be evaluated using the following criteria with a maximum of 100 points available. Contractors will be evaluated based on the price and non-price factors listed below. Proposals will be scored to determine the top-rated Proposal(s) that present the best value to the Town for award of the resultant Contract.
1 Technical Approach and Capability – 25 points The Contractor’s overall technical approach will be evaluated to assess the Town’s level of confidence in the Contractor’s understanding of, approach to, and ability to successfully perform the requirements as described in the Scope.
2 Experience – 25 points The Contractor’s background and experience regarding recent projects of a similar size, scope, and magnitude will be assessed to determine the likelihood that the Contractor can successfully perform the requirements.
3 Qualifications of Proposed Team – 25 points The Contractor’s proposed team will be assessed to determine whether the Contractor meets the qualification requirements to perform the Scope.
4 Price – 25 points The Contractor’s price will be evaluated for completeness, reasonableness, and compatibility in relation to the requirements.
Interviews with Top-Rated Contractors:
If, at any stage of the evaluation, the top-rated Proposals are determined to be equal, or virtually equal, in regard to the evaluation criteria listed above, or the Town otherwise determines that interviews would be helpful, the Town may, at its sole discretion, invite those Contractors to participate in oral interviews. The Town prefers interviews to be held in-person at the Timnath Town Center.
Interview Scoring:
If Contractors are selected for oral interviews, interview content will be evaluated and scored using the same criteria above following the interviews. A total of up to 10 points may be awarded to each Proposal’s original score based on the interview. The final evaluation will be based on the Contractor’s written Proposal, interview (if conducted), and any supplemental information requested.
Selection Process:
The Town intends to award a Contract resulting from this Solicitation to the responsible top-rated Contractor(s) whose initial Proposal conforming to the Solicitation will be the most advantageous to the Town, price and other factors considered.
The Town may make award to other than the lowest-priced Contractor or the Contractor with the highest technical rating if the Town determines that to do so would result in the best value to the Town. The Town will not make an award at a significantly higher overall price to achieve only slightly superior performance capability.
VII CLARIFICATIONS AND MODIFICATIONS TO THE SOLICITATION:
Answers to questions the Town receives and that the Town, in its sole discretion, determines are a substantive provision of new information, will be issued as official Addenda to this Solicitation. When appropriate, as determined by the Town in its sole discretion, revisions, substitutions, or clarifications of the Solicitation will be issued as Addenda on BidNet. Changes or modifications to this Solicitation will be binding on the Town only if in the form of written Addenda issued by the Town. The Town will provide any Addenda to all Contractors who have received this Solicitation via BidNet.
VIII ADDENDA:
Contractor is responsible for obtaining and acknowledging all subsequent Addenda. Failure to submit acknowledgement of subsequent Addenda may deem the Contractor non-responsive.
IX REQUESTS FOR CLARIFICATIONS:
The Town reserves the right to require clarification or further information with respect to any Proposal received, and to determine the final terms of any Contract for services.

Contractor expenses associated with the Solicitation.
2 Contractors shall make all investigations necessary to thoroughly inform themselves regarding the conditions associated with this Solicitation. 3 Contractors are advised that all Town contracts are subject to all legal requirements contained in the Town’s Purchasing Policies and federal, state, and local statutes, ordinances, and regulations. When conflicts between the Solicitation and these legal documents occur, the legal requirements will control.
4 All Proposals and other materials submitted in response to this Solicitation shall become the property of the Town upon receipt and will not be returned to the Contractor. Selection or rejection will not affect this right.
Information that is considered proprietary should be clearly marked as such and will be handled in accordance with applicable federal and state laws. Neither cost information nor any response in total will be considered proprietary, and Contractors should assume that all portions of their response other than proprietary information will be public records subject to disclosure under the Colorado Open Records Act (CORA).
5 The provisions herein are solely for the fiscal responsibility of the Town and confer no rights or entitlements to Contractors.
6 This Solicitation is not an offer to contract.
II CLARIFICATIONS AND MODIFICATIONS IN TERMS AND CONDITIONS:
1 Where there appear to be variances or conflicts between the General Terms and Conditions, the Special Terms and Conditions and the technical specifications outlined in this Solicitation, the technical specifications then the Special Terms and Conditions will prevail over the General Terms and Conditions.
2 If any Contractor contemplating submitting a Proposal under this Solicitation is in doubt as to the true meaning of the specifications, the Contractor must submit a written request for clarification to the Town through Stephanie Mas, Procurement Specialist, via email at smas@timnathgov.com. A copy of such Addendum will be made available to each Contractor receiving the Solicitation via BidNet. The Contractor shall certify its acknowledgment of the Addendum by listing it on the completed and signed RFP Cover Page submitted with its Proposal. In case of conflicting language with other documents that are part of the agreement between the Town and Contractor, the most recent Addendum shall prevail over any previous Addenda and the original Solicitation.
III PRICES CONTAINED IN PROPOSALS – DISCOUNTS, TAXES, COLLUSION:
1 Contractors may offer a cash discount for prompt payment. Discounts will be considered in determining the lowest net cost for the evaluation of Proposals; discounts for periods of less than twenty days, however, will not be considered in making the award. If no prompt payment discount is being offered, the Contractor shall enter a zero (0) for the percentage discount to indicate NET 30 days. If the Contractor does not enter a percentage discount, it is hereby understood and agreed that the payment terms shall be NET 30 days, effective on the date that the Town receives an accurate invoice or accepts the products, whichever is the later date. Payment is deemed to be made on the date of the mailing of the check or issuance of ACH payment.

The Contractor also certifies that its Proposal is in all respects fair, without outside control, collusion, fraud, or otherwise illegal action. To ensure integrity of the Town’s public procurement process, all Contractors are hereby placed on notice that any and all Contractors who falsify the certifications required in conjunction with this section will be prosecuted to the fullest extent of the law.
