About this file

This is a geotechnical report prepared by Welti Geotechnical, P.C. for the Town of East Hartford, Connecticut, dated August 16, 2021, addressing pavement renovation and reconstruction options for Burnham Street (2,900 linear feet) and Sherwood Drive (1,500 linear feet). The report documents subsurface conditions based on ten soil borings—seven on Burnham Street and three on Sherwood Drive—drilled to depths of three feet below existing pavement grades. Grain size gradation tests were performed on ten soil samples (five from existing base material and five from subgrade soil) to evaluate soil composition and engineering properties. The geotechnical investigation evaluated four improvement alternatives: milling and overlay, bituminous concrete surface replacement, full-depth reconstruction, and reclamation of existing surface and base materials.

The report identifies significant pavement distress on both streets, attributed to seasonally high groundwater, weak subgrades, and inadequate base material compaction. Burnham Street exhibits extensive surface cracking and patches from house numbers 697 to 845, with standing water within three feet of road grade and wet conditions in catch basins. Sherwood Drive displays alligator cracking throughout due to thin surface pavement (approximately 2 inches) and minimal base material (2 to 6 inches) over frost-susceptible soil, with apparent groundwater seepage and frost-related edge distress. The geotechnical engineer recommends full-depth reconstruction for both streets to meet frost protection criteria and address groundwater concerns. For Burnham Street, the recommended section includes four inches of bituminous concrete on six inches of processed stone base over eight inches of crushed stone on geotextile. For Sherwood Drive, the recommendation specifies four inches of bituminous concrete on six inches of processed stone base over six inches of crushed stone, with under-drain installation on the high side at 30 inches below grade.

Re: Geotechnical Study for Renovation/Reconstruction of Pavement on Burnham Street and Sherwood Drive, East Hartford, CT

Dear Jay:

1.0 Herewith are boring data pertaining to the above. Seven borings were drilled on Burnham Street and three borings were drilled on Sherwood Drive, all to a depth 3feet below the existing pavement grades at locations designated by BETA Group. The base samples, which have larger stones, were taken with a shovel. The samples below the base were taken with split spoon sampling. The borings were drilled by Clarence Welti Associates, Inc. solely to obtain indications of subsurface conditions as part of a geotechnical exploration program. No services were performed to evaluate subsurface environmental conditions. Grain size gradation tests were performed on 5 samples of the existing pavement gravel base material and on 5 soil samples of the sub-grade below the base material. The results of those tests are included with the boring logs in the Appendix.

2.0 The geotechnical evaluation for the subject project includes (1) A milling and overlay option, (2) Replacement of bituminous concrete surface, (3) Full Depth Reconstruction and (4) Reclamation of existing surface and base. The proposed pavement improvements include 2,900 feet of Burnham Street and 1,500 feet on Sherwood Drive.

2.1 The site inspection of the roadway indicated the following:

Burnham Street

Surface cracking is extensive with numerous patches starting from about house No. 697 to about house No. 845. Notwithstanding the relatively thick pavement surface, there is considerable distress in the pavement. This is probably related to seasonally high water and a bank run gravel base, which is somewhat loose. The latter condition is probably related the weak subgrade, which excluded compaction of the sandy gravel base. There are a number of areas abutting the street with standing water within 3 feet of the road grade. There is water in the catch basins about 2 feet below grade. This an old street, which appears to have had little treatment other than overlays. Many of the driveways appear to have minimal slope upward from the street. The future pavement may have to address some driveway re-construction.

Sherwood Drive

The alligator type cracking is apparent throughout the length of the street. This condition should be anticipated, based on the thin surface (about 2" bituminous concrete) and minimal bas (2" to 6") over frost susceptible soil. There is apparent ground water seepage on the high side of the street. There has been distress, which is obviously from frost impact, particularly along the pavement edges on the high side.

3.0 The soil cross section from the borings are generally as follows:

Burnham Street (see borings B-1 thru B-7)

Bituminous Concrete to 3.0" to 6.0"

Base Material; fine to coarse SAND, some Gravel, trace Silt, trace Bricks to 12" to 30"

Material below base course; fine to medium SAND, some Silt, trace Gravel; or fine SAND and SILT

Sherwood Drive (see borings B-8 thru B-10)

Bituminous Concrete to 2" to 2.5"

Base Course; fine to coarse SAND and GRAVEL to 4" to 9"

Sub-grade Soil; Varied from (1) fine to coarse SAND, some Silt, little Gravel to (2) fine to coarse SAND, little Gravel, trace Silt

3.1 The Ground Water was not evident in the boreholes at the completion of the borings, but locally some of the sub grade soils on Burnham Street had water contents close to or at saturation, possibly from capillary water. Locally the road grades were with 3 feet of evident wetlands. Ground water or wet soils were not evident on Sherwood Drive. This was evidence of ground water seepage on the high side of Sherwood Drive

4.0 The typical criteria for the design of the pavements would be as follows:

1. The depth of frost free (free draining) material beneath the pavements should be at least equal to 2/3rds of the frost depths occurring in 90% of the years.

2. The long term water table should be kept at least 20" below the pavement grade.

3. The pavement sections (asphalt, base and subbase) in areas where there is truck access should be designed for heavy duty traffic load and load frequency.

4.1 The area does not appear to have significant heavy truck traffic. It is presumed that future traffic would not be more intensive than that presently occurring.

5.0 Assuming the frost depth in residual moraine in 90% of winters is about 21" there would be a requirement of at least 14" of frost free material within the pavement cross section.

The existing pavement cross section on Burnham Street would generally meet the frost protection criteria regarding depth of gravel fill, but the water table could be seasonally within 18" of grade.

The existing pavement did not indicate evidence of frost impact but did evidence cross street cracking, which would indicate sub-grade instability. The existing pavement section on Sherwood Drive does not meet this criteria.

5.1 In considering the possible renovation of the pavement, the grades could probably not be raised significantly, based on the number of driveways with minimal gradient abutting the street.

Thus reclamation would generally have to include the removal of some material to meet the existing grade with the new bituminous concrete surface. Minor grade raises appear to be required if a new bituminous surface is proposed.

5.2 Regarding the renovation options cited in section 2.0 above the following should be considered.

1. Milling 1.5" to 2" and overlay: With present 5" to 6" at borings B-1 thru B-4 this would be possible. However reduction of thickness to 2"± over somewhat loose sandy gravel and application of heavy equipment may result in base failures. Furthermore the overall poor condition of the pavement section, including the loose base, does not seem of warrant placement of an overlay of bituminous concrete.

2. Replacement of Bituminous Concrete surface: As noted the sand and gravel below the bituminous concrete is well drained material, but it does not have the shear strength of a processed aggregate base. To achieve maximum density of the bituminous concrete binder course would require replacing the upper six inches of existing sand and gravel with a processed stone base. Based on the close proximity to seasonally high ground water, it is recommended that at least 8" of crushed 3/4" stone be placed below the base course. The stone would minimize the impact of ground water rises and will permit compaction of processed stone base. If possible the grade should be raised 3" to 6".

3. Full Depth Replacement of Pavement Cross Section:. Typically a section with 4"of bituminous concrete on 6" of processed stone base atop a sand and gravel subbase to 15" or more would provide support for the present traffic requirements excluding the effects of ground water rises within the pavement section. As noted above the section should include a layer of crushed stone as cited above. With a stable base the 4" bituminous thickness could be milled after 20 years and be overlain for on-going functionality. This is the recommended procedure at of Burnham Street.

4. Reclamation of Bituminous Concrete and Gravel Base: This procedure could possibly provide a future base for a new bituminous concrete pavement. As cited in section 5.1 above, the process would require temporary stockpiling of the reclaimed material to allow for excavating existing soil. The reclaimed material would replace the excavated and support the new bituminous concrete surface. Here again the need to address the seasonally high water with material not impacted by water is not addressed.

6.0 The natural soils have relatively high silt contents and water contents, which would make them sensitive to remolding beneath heavy equipment. Raising the grade as much as possible with consideration of abutting driveways is an obvious asset for pavement stability.

7.0 In summary our recommendations are as follows:

Burnham Street:

Full Depth reconstruction is recommended with grade rises of 3" to 6", if possible. The recommended section is as follows: 4" of Bituminous concrete in two courses (1.5" on 2.5") on 6" of processed stone base (CTDOT Specification 818 Section M.05.01) over 8" of crushed 3/4" stone on a geotextile (Mirafi S380i or equal).

Sherwood Drive:

Full Depth Construction is required. The recommended section is as follows: 4" of Bituminous Concrete on 6" processed stone base on 6" of crushed 3/8" stone. Under drains are recommended on the high side of the street, to be placed at 30" below grade. These can be 4" wrapped perforated ABS piping encased in crushed 3/8" stone. The stone should be carried in the trench to the top of the crushed 3/8" stone subbase (i.e., to within 10" of the future street grade).

8.0 This report has been prepared for specific application to the subject project in accordance with generally accepted soil and foundation engineering practices. No other warranty, express or implied, is made. In the event that any changes in the nature, design and location of structures are planned, the conclusions and recommendations contained in this report should not be considered valid unless the changes are reviewed and conclusions of this report modified or verified in writing.

The analyses and recommendations submitted in this report are based in part upon data obtained from referenced explorations. The extent of variations between explorations may not become evident until construction. If variations then appear evident, it will be necessary to re-evaluate the recommendations of this report.

Welti Geotechnical, P.C., should perform a general review of the final design and specifications in order that geotechnical design recommendations may be properly interpreted and implemented as they were intended

If you have any questions, please call.

Very truly yours, Max Welti, P. E. Clarence Welti, PhD, P. E President, Welti Geotechnical, P. C. Vice President, Welti Geotechnical, P. C.
