About this file
This is Addendum No. 1 issued by the Town of East Hartford, Connecticut Department of Public Works on July 17, 2026, for Bid No. 27-02 regarding the Burnham Street/Sherwood Drive Road Reconstruction project. The addendum clarifies specifications for 650 square feet of Belgian block granite paving, providing dimensional requirements of 11" x 8" x 4" nominal size with +/- 1" tolerance and tumbled finish with no sharp edges. The addendum also establishes estimated amounts for traffic control personnel: $28,000.00 each for both a Municipal Police Officer (Trafficperson) and a Uniformed Flagger. Additionally, the addendum addresses landscaping restoration within the Town's right-of-way, clarifying that contractors must minimize disturbance to existing private landscaping and restore landscaping to original condition upon completion of constructed items such as curbs and driveway aprons. The addendum specifies that all excess soil generated during the project must be disposed of by the awarded contractor as part of project pricing, with no acceptance of excess material by the Town.
The Granite Belgian Block installation is measured and paid by square foot, complete in place, and encompasses all costs for furnishing and installing granite blocks, mortar joints, bedding, reinforced concrete base with wire mesh, and related labor and materials. The specification requires architectural-grade granite in compliance with ASTM standards with specific performance requirements including maximum absorption of 0.40% by weight, minimum compressive strength of 19,000 psi, and minimum modulus of rupture of 1,500 psi. Joint widths between granite blocks shall not exceed 3/4 inch, and mortar must consist of one part Portland cement to 2.5 parts dry sand with latex bonding agent at a rate of one gallon per bag of cement. Masonry work is prohibited in temperatures below 40 degrees Fahrenheit without adequate frost protection, and completed work must be protected from freezing for a minimum of 48 hours after installation.

SPECIAL PROVISIONS (Cont’d)
ADDENDUM NO. 1 Page 27 of 73
ITEM #0330420A – GRANITE BELGIAN BLOCK
DESCRIPTION
The work under this item shall consist of installing (Belgian Block or Cobble Stone) bonded with mortar over Dry Pack Mortar Mix 1” thick over a reinforced concrete slab over a processed aggregate base to the required depths, lines and grades as shown on the Drawings and as required by the
Engineer.
CONSTRUCTION METHODS
Excavation
The Granite Pieces shall be placed to provide proper drainage at all points, above and below ground and the required excavation shall be made and the subgrade shall be fine graded 1/8 inch to 1/4 inch per foot to provide proper drainage of the ground before placing the gravel subbase. Where existing concrete base is found, the Engineer shall determine if it is suitable for reuse or will need to be removed.
Granite Pieces (Belgian Block) Paving
1. Granite shall be architectural grade, in compliance with ASTM C 615, free of cracks, checks, and seams. Granite shall meet the following requirements:
a. ASTM C 97 Absorption by Weight 0.40% max.
b. ASTM C 97 Density 160 lbs./cu. ft.
c. ASTM C 170 Compressive Strength 19,000 psi (min)
d. ASTM C 99 Modulus or Rupture 1,500 psi (min)
2. Granite shall be "Light Grey" or approved equal.
3. Each granite piece shall be a nominal size of 11” X 8” X 4” with a dimensional tolerance of +/-1”.
4. Finish shall be tumbled with no sharp edges.
Mortar for joints between granite pieces shall be ¾-inch wide and mixed to a reasonably stiff consistency and shall consist of one (1) part Portland cement and two and a half (21/2) parts of dry sand. To this there shall be added the latex bonding agent at the rate of not less than one (1) gallon to one (1) bag of Portland cement. The use of lime is prohibited. Mortar for exposed joints shall, in addition, contain the colorant herein specified. The colorant shall not be used in excess of seven (7) percent by weight of cement. Expansion joints shall be provided through the block paving and correspond to the joints in the underlying concrete base.
All granite blocks shall be laid by skilled workmen under adequate supervision, and shall be laid true to lines and levels referred to in previous paragraphs. Masonry work shall not be laid in temperatures below 40 degrees F., unless provisions are made to adequately protect the masonry materials and the finished work from frost by heating materials, enclosing the work, and heating the enclosed spaces and contact surfaces. All masonry materials used in freezing weather shall be at a temperature between 50
ADDENDUM NO. 1 Page 28 of 73 degrees F. and 90 degrees F. Protect masonry against freezing for a minimum of forty-eight (48) hours after being laid. AntiFreezing admixtures will not be allowed in the mortar. Frozen work shall not be built upon. Any completed work found to be affected by the frost shall be taken apart and rebuilt at the Contractor's expense.
The granite block paving has been designed to provide adequate drainage at all points. If any condition is encountered between given elevations where drainoff is questionable, the Contractor shall notify the
Engineer thereof and not proceed with the work until instructions are given. The finished work shall not deviate from the graded elevations.
The reinforced concrete base shall conform to Section 6.01 Concrete for Structures. The standard mix class shall be PCC04460. Wire mesh shall be 6” x 6” (Gauge 8) and placed as indicated on the plans.
After the excavation has been completed, the subgrade fine graded, the gravel subbase placed, fine graded and compacted, and the reinforced concrete base constructed, before commencing the work of granite block paving, the concrete shall be thoroughly cleaned of all dust, dirt and foreign matter.
Granite Blocks shall be laid over Dry Pack Mortar Mix 1” thick at the proper level and grade. After setting the granite block over Dry Pack Mortar the block shall be mechanically compacted until level and true. Leveling of the blocks should be done as the setting operation proceeds so that it is not necessary to disturb the blocks set earlier. Grouting should not be done until the under bed sets and hardens (Minimum twenty-four (24) hours). Ungrouted areas will be protected from pedestrian traffic.
Granite blocks shall be neatly cut and fitted at all perimeters and closures to fit neatly and closely.
Joints between granite blocks shall be uniform and shall not exceed (3/4) inch. The Engineer will reject installation of granite blocks where any joint is greater than (3/4) inch in width. All finish paved areas shall slope to drain and any pockets that hold water shall be removed and replaced at the contractor’s expense.
Care shall be taken not to smear mortar on adjoining granite blocks, cut stone or other surface.
After the initial set of mortar, joints shall be finished by tooling with a one (1) inch diameter nonstaining jointer (a hard maple jointer would be preferred) to produce a very slightly concave polished joint, free from drying cracks. After installation, the joints shall be cured for at least five (5) days by covering with curing paper or other approved material. As soon as the joints have been cured, the wax shall be removed with high pressure steam. Care shall be taken not to damage mortar by overheating any area.
The Contractor shall be responsible for closing off traffic to avoid damage to granite paving until mortar has set.
In case the continuity of the work is suspended, the Contractor shall terminate his paving against temporary wood blocking. The granite pieces along this blocking shall be set in sand to allow removal and resetting of the blocks in the work to be later continued. All exposed surfaces shall be thoroughly cleaned with a solution of soap and water, using stiff fiber brushes. In extreme cases area should be
ADDENDUM NO. 1 Page 29 of 73 wetted with a five (5) percent solution of muriatic (hydrochloric) acid but this shall be preceded and followed by a copious bath of fresh clean water.
All imperfect or frozen mortar joints shall be raked out to a depth of 3/8 inch and repointed as required by the Engineer at the Contractor's expense. The entire work shall be left in perfect condition, clean and free from all blemishes.
METHOD OF MEASUREMENT
Granite Belgian Block Installation shall be measured by area in square feet, complete in place, and as determined by the Engineer.
BASIS OF PAYMENT
Granite Belgian Block will be paid for at the contract unit price, per square foot, complete in place for cleaning, furnishing, and installing all granite blocks, mortar joints and bedding, concrete base with wire mesh, and all incidental labor and materials necessary to complete the work and accepted by the
