About this file

This is a Bid Amendment (B-53182) issued by the Illinois Department of Public Health (DPH) in response to a Request for Quote (RFQ). The document consists of a Questions and Answers section addressing vendor inquiries regarding the procurement of vital record security materials, specifically birth and death certificates.

The amendment clarifies critical specifications for the security features required on vital record documents. Vendors must provide samples demonstrating holographic, embossed, and raised security features as part of their proposal evaluation. The Department confirmed that alternate security solutions are not acceptable and that all RFQ-specified security requirements must be met without exception. Regarding watermark specifications, the Department requires a custom, private watermark that is not commercially available or generically sold; the watermark must be produced during paper manufacturing using fourdrinier or mould techniques, appearing covert in reflected light and overt in transmitted light when viewed from both sides. The watermark must feature images unique to the vital records market or sold exclusively to the selected vendor. No printed watermarks are acceptable under this contract award.

Text version

This bid amendment will consist of a Questions and Answers document includes relevant vendor questions and Illinois Department of Public Health (DPH) responses from the Request for Quote (RFQ).

Question: Please review the attached sample from the previously awarded bid and confirm whether it remains the current version. If the sample has changed since the 2023 award, please provide the most recent sample.

Answer: Please see the attached current sample on the Attachments Tab.

Question: We reviewed the specifications and need a sample or artwork of the requested item so we can accurately evaluate and price all holographic, embossed, and raised security features.

Could you please provide a sample, image, or artwork showing the required design and security elements?

Answer: Please see the attached current sample on the Attachments Tab.

Question: Before investing the time to prepare a proposal, I wanted to ask whether the Department would consider an alternate security solution if it provides comparable protection while meeting the vast majority of the RFQ requirements.

Answer: No, the security requirements specified in the RFQ must be met.

Question: We also need clarification regarding the private/unique watermark requirement. Would you accept a commercially available branded security watermark, or must the watermark be custom and exclusive to this project?

Answer: The watermark cannot be generically available and must meet the RFQ minimum-paper based security features of the birth and death certificate security paper requirements below:

2. Paper will have a fourdrinier or mould watermark, made during the manufacturing of the paper at the mill. The watermark shall be covert when viewed in reflected light or lying on a surface and shall be overt when viewed in transmitted light, visible from both the front and back of the paper. A printed watermark is not acceptable.

3. This watermark is to have images that are either unique to the Vital Record market or sold only to the selected vendor as a private watermark and not generically available.
