About this file
This is Bid Amendment #1 to Bid Solicitation #25DPP01135 T2036, issued by the State of New Jersey Department of the Treasury, Division of Purchase and Property Procurement Bureau on August 6, 2025. The amendment extends the quote submission deadline from August 14, 2025 to August 28, 2025 at 2:00 p.m. Eastern Time and provides clarifications and answers to bidder questions regarding the solicitation process.
The solicitation concerns psychological testing services, specifically mental health evaluations and risk assessments for inmates eligible for parole supervision under the New Jersey State Parole Board (NJSPB). The State intends to award all services to a single contractor who must provide the full scope of work as described in Section 4 of the solicitation, including scheduling, performing, and submitting evaluations while adhering to licensing requirements and confidentiality standards. All bids must be submitted electronically through NJSTART and include unit pricing for all six required price lines across three years; failure to provide complete pricing or submission of indicators other than "No Bid" or "No Charge" will render the quote non-responsive. Bidders must also submit a completed State of New Jersey Third-Party Information Security Questionnaire with their quote or within seven business days of the State's request, or face potential non-responsiveness determination.

| Attachment 3 – State of New Jersey Third-Party Information Security Questionnaire |
| The pre-filled "DESCRIPTION OF SERVICES" in the Third-Party Information Security Questionnaire (Attachment 3, Page 8) details "mental health evaluations and risk assessments for inmates." Our primary service for this bid is expert testimony and related preparation. Please clarify if our expert testimony services are considered encompassed by this description for the Security Questionnaire and Bid Solicitation. If not, how should this section be completed to accurately reflect our offering and ensure bid responsiveness? |
It is the State’s intent to award all services under this Bid Solicitation to a single Bidder/Contractor. The Bidder must be able to provide the services described within Section 4, Scope of Work, including mental health evaluations and risk assessments for inmates eligible for parole supervision, as well as scheduling, performing, and submitting evaluations while adhering to specific procedures, licensing requirements, and confidentiality standards.
Therefore, the Bidder should complete and submit the State of New Jersey Security Due Diligence Third-Party Information Security Questionnaire (Questionnaire) with its Quote, for the full scope of work services required by the Bid Solicitation. | Section 3.26 – State Supplied Price Sheet Instructions |
| Our organization does not provide the specific evaluation services detailed in Price Lines 1-5. How should we complete the "Year 1, Year 2, and Year 3 Unit Pricing" cells for these lines to remain responsive? Should we enter "$0.00," "N/A," or is there another prescribed method? |
It is the State’s intent to award all services under this Bid Solicitation to a single Bidder/Contractor. The Bidder must be able to provide the services described within Section 4, Scope of Work, including mental health evaluations and risk assessments for inmates eligible for parole supervision, as well as scheduling, performing, and submitting evaluations while adhering to specific procedures, licensing requirements, and confidentiality standards.
In accordance with Bid Solicitation Section 3.26, State-Supplied Price Sheet Instructions, all Bidders must submit unit pricing for all required price lines in order to be considered for award.
The Bidder must submit unit pricing for all three (3) years for price lines 1-6. Failure to submit all required unit pricing as instructed will result in the Quote being deemed non-responsive. Please refer to Section 3.26 for additional information.
Additionally, in accordance with Bid Solicitation Section 3.26.1, Use of ”No Bid” Versus “No Charge” on the State-Supplied Price Sheet, if the Bidder is not submitting a price for an item on a price line, the Bidder must indicate “No Bid” on the State-Supplied Price Sheet accompanying this Bid Solicitation. Bidders are cautioned that submitting “No Bid” for a required price line or group will result in the Quote being deemed non-responsive for the required price line or group. If the Bidder will supply an item on a price line free of charge, the Bidder must indicate “No Charge” on the State-Supplied Price Sheet accompanying this Bid Solicitation. The use of any other identifier may result in the Bidder’s Quote being deemed non-responsive.
