BID ADDENDUM 09 - ANSWERS TO QUESTIONS SUMMARY

This is Bid Addendum 09 for RFP 115-6181, issued by Pitt Community College in North Carolina on August 26, 2026. The addendum provides responses to 40 vendor questions regarding the College's website redesign and employee-facing intranet project. The procurement seeks a qualified firm to deliver comprehensive website redesign services including strategy, research, user-experience design, content planning, development, migration, implementation, training, and ongoing support for both a public-facing website and separate employee intranet platform. The original proposal submission deadline was August 31, 2026, with a contract award date of September 2, 2026 at 2:00 PM ET. Phase 2 (Discovery, Strategy & Project Planning) is anticipated to begin shortly after contract award, with a project kickoff date to be coordinated with the selected vendor. The overall project duration shall not exceed 12 months, with phase durations of estimates that may overlap as appropriate. Weekly Post Award Business Review Meetings and written status reports are required during the active 12-month project period and are not required during any renewal years.

Pitt Community College has established a budget for the project but will not disclose the specific amount. The College's current website contains approximately 2,477 core content URLs (1,362 static pages and 1,115 news posts) and 5,321 media library items; vendors are responsible for migrating up to 500 public-facing website pages, with PCC staff responsible for remaining content migration. The current website operates on WordPress version 7.1, hosted by SiteGround, using the Classic Editor and Elementor page builder with major plugins including Gravity Forms, Employee Directory, TablePress, SearchWP, and Events. The new website must integrate or link with Colleague (Student Information System), Element451 (CRM), CFNC (admissions), and FundFive (continuing education enrollment). The intranet must support approximately 1,200 employee users with Single Sign-On (SSO) through Microsoft Entra ID and replace the existing SharePoint-based intranet. PCC is open to alternative CMS platforms if clearly justified, expects vendors to provide and manage US-based cloud hosting, and requires minimum Cyber Liability Insurance coverage of $1,000,000. Proposals must be submitted in PDF format using the specified RFP templates, with no page limit provided but a maximum file size of 125 MB per submission.

BID Number: RFP 115-6181 COMMODITY: Website Redesign ADDENDUM Number: 09 USING AGENCY: Pitt Community College PURCHASER: Jane Alligood OPENING DATE/TIME: September 2, 2026 @ 2:00 PM ET

INSTRUCTIONS:

Please make the following change(s) in the bid referenced above:

Reference Vendor Question PCC Response 1 Section 4.1/

Attachment A Does PCC have an established budget range or not-to-exceed amount for this project?

PCC has established a budget for the project; however, the College will not disclose the specific amount.

2 Section 2.6 Does PCC have a preference for the proposal to be submitted in a specific file format (e.g., PDF, Word)?

Proposals should be submitted in PDF format.

3 Section 5.2 What platform should the employee-facing intranet be built on? Should this also be WordPress, or would a platform such as SharePoint be suitable?

PCC is open to recommendations regarding the future intranet platform and does not require that the intranet be built within WordPress.

4 Section 5.3/ Attachment A

How many pages of content need to be migrated to the public website, and how many to the intranet?

The 500-page migration limit applies to public-facing website pages only.

5 Section 5.2 What system(s) does PCC currently use for its Student Information System (SIS), CRM, admissions/enrollment forms, and event registration that the new website and intranet may need to integrate with?

PCC currently uses Colleague as its Student Information System (SIS) and Element451 as its CRM.

Admission information and applications are accessed through CFNC. Continuing education and workforce program enrollment and event registration are handled through FundFive. These systems may be linked to from the website rather than directly integrated.

6 Section 5.2 What version of WordPress is currently in use for the public website, and is it self-hosted or hosted through a third-party WordPress hosting provider?

PCC’s public website is currently running WordPress version 7.1 and is hosted through a third-party WordPress hosting provider.

7 Section 5.1 What are the primary challenges PCC is currently facing with its public website that are driving the need for this redesign?

PCC’s primary challenges with the current website include content organization, website performance, visual design, program discovery, and on-site search.

8 Section 1.2 / 5.1 Are there specific problems PCC is facing on the internal/employee side that the new intranet is expected to solve?

The current intranet is no longer able to be updated with modern web development coding. The intranet cannot be managed by appropriate staff on campus. The IT staff need to make major changes to the site.

The new intranet needs to be able to support modern web development standards, managed and updated by areas outside of the information technology department, and be able to integrate with other solutions such as M365 and other applications.

9 Section 2.4 Can PCC confirm the anticipated start date for Phase 2 (Discovery, Strategy & Project Planning), or the expected timeframe between the September 28 contract award and project kickoff?

PCC anticipates beginning Phase 2 shortly after the contract award.

The specific project kickoff date will be coordinated with the selected Vendor following contract execution.

10 Section 5.2 Does PCC have an existing brand guidelines document (logo usage, color palette, typography, brand voice/messaging standards) that the Vendor should follow for the website and intranet redesign?

Can this be provided as part of the discovery phase or prior to proposal submission?

Yes, PCC will provide existing logos, fonts, color palette and photography/video assets to the selected vendor. The vendor will be responsible for developing the website's visual design concepts and creative direction, including the overall look, feel and application of the College's brand across the website. These materials will not be made available prior to proposal submission.

11 Section 2.7, Can Vendors organize the technical response in a format different from the proposal structure and section order specified in Section 2.7, provided that all required information, In order for the college to ensure that we are fairly evaluating each proposal and getting consistent information, the RFP states that the proposals must be submitted using the templates that were statements, attachments, signatures, and other submission requirements are included?

provided.

12 Section 5.1, Could PCC clarify whether the selected Vendor is expected to develop a fully separate employee-facing intranet platform or an internal content solution within the existing WordPress environment? Additionally, please provide information regarding any existing intranet or internal-content platforms, systems, authentication/SSO requirements, or integrations that the new solution is expected to replace or integrate with.

PCC’s goal is to establish a separate, secure, and user-friendly intranet for faculty and staff that is distinct from the College’s public-facing website. The intranet would serve as a centralized location for internal communications, resources, documents, forms, policies, announcements, and other employee information. PCC currently uses SharePoint for its employee intranet and intends for the new solution to replace the existing intranet. The intranet will require Single Sign-On (SSO) through Microsoft Entra ID. PCC is open to the Vendor’s recommendations regarding the best platform or approach, including third-party solutions such as Interact. The proposed solution should be easy for employees to use and for College staff to manage, while providing appropriate security, authentication, permissions, and integration with PCC’s existing technology environment.

13 Section 6.3, For the weekly Post Award Business Review Meetings, will these meetings be conducted virtually, in person, or through a combination of both formats? If in-person attendance is required, please indicate the expected frequency and location of such meetings.

In-person attendance is not required. If the selected vendor prefers to meet in person, PCC will coordinate the meeting details accordingly.

14 Section 5.3 Section 5.3 states that the project shall not exceed 12 months, while the estimated durations for Phases 2 through 6 total approximately 13 months. Which phases are expected to overlap, and does PCC have a required production launch date?

The phase durations are estimates and may overlap as appropriate, such as incorporating accessibility into the technical foundation. The overall project shall not exceed 12 months. PCC does not have a required production launch date.

15 Please identify the current WordPress hosting environment, PCC’s current WordPress website is hosted by SiteGround and uses

WordPress version, page builder, material custom plugins or themes, and the systems expected to integrate with the public website or intranet, including student information, CRM, application, forms, directory, analytics, and identity-management systems.

WordPress Version 7.1. The site uses the Classic Editor and Elementor for more dynamic pages.

Major plugins include Elementor, Gravity Forms, Employee Directory, TablePress, WP Mail Logging, SearchWP, and Events. The website primarily links to external systems, with limited direct integrations, including Colleague as a source for employee directory information and Element451 for chatbot functionality. PCC also uses Modern Campus for its academic catalog. The employee-facing intranet currently uses SharePoint with Microsoft Azure AD / Entra ID for authentication.

16 For the migration of up to 500 combined pages, please clarify the anticipated allocation between public website and intranet content and the division of responsibility between PCC and the selected vendor for inventory, rewriting, data entry, document accessibility remediation, media migration, redirects, and final content approval.

The 500-page migration applies to public-facing website content only.

The selected Vendor will be primarily responsible for content inventory, rewriting, migration, document accessibility remediation, media migration, redirects, and quality assurance, with assistance and review from PCC when needed. PCC will provide final review and approval.

17 Please confirm the expected intranet authentication approach, including whether PCC requires SSO and integration with Microsoft 365 or another identity provider, and provide estimated counts for employees, content contributors, approvers, administrators, and permission groups.

PCC requires Single Sign-On (SSO) for the employee intranet using Microsoft Entra ID. PCC anticipates approximately 1,200 employee users. Specific counts for content contributors, approvers, administrators, and permission groups have not yet been determined and will be established during the project.

18 Sections 4.2 and 4.4, Sections 2.7, 7.0

Sections 4.2 and 4.4 refer to Attachment G for financial certification and Attachment E for customer references, while Sections 2.7, 7.0, and the attachment links identify the financial certification as Attachment F and the customer reference form as Attachment D.

attachment designations and forms vendors must return.

19 Can you share some of the issues you're experiencing with the current website? Where is it falling short? What is your biggest complaint or source of dissatisfaction? What are your main reasons for conducting a competitive procurement at this time?

PCC is seeking to address opportunities for improvement in content organization, website performance, visual design, program discovery, and on-site search. Students, faculty, and staff often have difficulty finding the information they need. The competitive procurement is intended to identify a modern website solution that improves overall user experience and better supports the College’s current and future needs.

20 If possible, please share the budget allocated for this project.

PCC has established a budget for the project; however, the College will not disclose the specific amount.

21 What is the content footprint for your existing website? Do you know how many pages of content migration you'll need? What other resources (PDFs, media, etc.) are anticipated?

The current PCC website contains approximately 2,477 core content URLs, including 1,362 static pages and 1,115 news posts. The media library currently contains approximately 5,321 items. The RFP includes migration of up to 500 pages by the Vendor, with PCC staff responsible for migrating the remaining pages identified for inclusion in the new website.

22 What does your content creation team look like? (i.e., How many folks are you expecting to be involved in the process?)

PCC will identify the appropriate staff and subject-matter experts to participate in content creation, review, and approval during the Discovery phase. The composition of the team will be based on the content areas and needs identified during the project.

23 Sec. 5.2, Platform and Technology (a),

p. 16

Section 5.2 states the design should integrate with PCC’s current WordPress platform “unless the Vendor clearly identifies and justifies an alternative approach.”

Will a proposal built on an alternative CMS be evaluated on equal footing against the stated criteria, or does PCC have an institutional preference to remain on WordPress?

PCC has extensive experience with WordPress but is open to considering justified alternative CMS solutions. All proposals will be evaluated based on the requirements and evaluation criteria outlined in the RFP.

24 Sec. 5.1, p. 14 What is PCC’s current hosting and server environment? Can it support a Windows or .NET application stack, and if not, is PCC open to vendor-provided or cloud hosting as part of the proposed solution?

PCC’s current website is hosted with SiteGround. PCC expects the selected vendor to provide and manage the cloud hosting environment for the new website.

Hosting must be US based.

25 Sec. 5.1, p. 14 How many PCC staff will maintain the website and intranet after launch, and what is their current technical skill level? Would PCC consider retraining onto a different content management system acceptable if the platform demonstrably better serves the accessibility, security, ownership, and maintenance requirements described in Section 5.2?

PCC anticipates that around five staff will be involved in maintaining the public website, with additional IT staff supporting the intranet. The selected solution should be user-friendly and manageable by staff with varying levels of technical experience. PCC is open to an alternative CMS if it demonstrably meets the requirements outlined in the RFP.

26 Sec. 5.2, p. 16 Does PCC have an institutional technology standard, IT security review requirement, or existing license agreement that would favor or preclude a particular content management system?

PCC does not have an institutional technology standard, IT security requirement, or existing license agreement that favors or precludes a particular CMS.

27 Sec. 5.2, Content Management (c) and (d), p. 16

Section 5.2 requires a governance workflow supporting draft, review, approval, publication, archiving and scheduled update, with configurable permissions for contributors, editors, approvers, administrators, and intranet users.

Is PCC’s current WordPress installation already providing this workflow, and if so, through which plugins?

PCC’s current WordPress installation uses WordPress’s built-in content statuses and user roles/permissions to manage the content workflow. No specific plugin is currently used for this functionality.

28 Sec. 5.3, p. 18 The phase durations in the Tasks and Deliverables table total thirteen months (2 + 4 + 4 + 2 + 1), while the same section states the project shall not exceed twelve months. Which governs? May vendors propose a compressed schedule that fits within twelve months?

The phase durations listed in the RFP are estimates and may overlap as appropriate. Vendors may propose a schedule that fits within the 12-month maximum.

29 Sec. 4.2, p. 12 Section 4.2 directs vendors to complete “ATTACHMENT G:

CERTIFICATION OF FINANCIAL

CONDITION,” but the attachment list in Section 7.0 identifies this

See ATTACHMENT F:

CERTIFICATION OF FINANCIAL

CONDITION on page 24 for the RFP.

document as Attachment F. Please confirm which is correct.

30 Sec. 4.4, p. 12 Section 4.4 directs vendors to use

“ATTACHMENT E: CUSTOMER

REFERENCE FORM,” but Attachment E is the Location of Workers Utilized by Vendor form and Attachment D is the Customer Reference Form. Please confirm which is correct.

See ATTACHMENT D: CUSTOMER REFERENCE FORM on page 24 for the RFP.

31 Attachment A,

p. 22

Has PCC established a budget range or a not-to-exceed amount for this engagement?

PCC has established a budget for the project; however, the College will not disclose the specific amount.

32 Sec. 5.3, p. 18 Approximately how many pages does the current pittcc.edu website contain? How was the 500-page migration cap established, and how would PCC prefer to handle content beyond that cap, whether by vendor change order, migration by PCC staff, or retirement?

The current PCC website contains approximately 2,477 core content URLs, including 1,362 static pages and 1,115 news posts. The 500-page migration cap was established as the anticipated scope for vendor-led migration. PCC staff will be responsible for migrating the remaining content identified for inclusion in the new website.

33 Sec. 5.2, p. 16 Please describe the current WordPress environment, including version, the theme or page builder in use, and a list of active plugins and third-party integrations.

PCC’s public website is currently running WordPress version 7.1. The website uses a custom theme with the Classic Editor and Elementor.

Major active plugins include Elementor, Gravity Forms, Employee Directory, TablePress, WP Mail Logging, SearchWP, and Events. Third-party services and integrations include Colleague for employee directory information and Element451 for chatbot functionality.

34 Sec. 5.2, p. 16 For the employee-facing intranet, what is the expected number of users, and does PCC have a preferred authentication method such as single sign-on, Active Directory, or Okta?

PCC anticipates approximately 1,200 employees and 45,000+ student users. PCC requires Single Sign-On (SSO) for the employee intranet using Microsoft Azure AD / Entra ID.

35 Sec. 5.2, Functionality (h), p. 17

Which systems must the new website integrate with, such as the student information system, CRM, forms platform, or event calendar? Please identify each system and its internal owner.

The website will need to either link to or integrate with the following institutional systems: Colleague (SIS), Element451 (CRM, forms, and events), CFNC (admissions and applications), and FundFive (continuing-education and workforce enrollment and event registration). Specific internal system owners will be identified as needed during the project.

36 Sec. 5.2, ADA Compliance, p.

Does PCC have an existing accessibility audit, VPAT, or remediation report for the current website that can be shared with bidders?

PCC does not plan to provide existing accessibility audits or remediation reports to bidders.

37 Sec. 3.3, p. 9 Does PCC anticipate requesting oral presentations or finalist interviews? If so, approximately when would these occur?

PCC may request oral presentations or finalist interviews at its discretion. If requested, these are anticipated to occur in late September 2026 prior to the tentative contract award date.

38 Sec. 2.6, p. 7 Is there a page limit or file size limit for the proposal response?

Are appendices, resumes, and work samples counted toward any such limit?

If proposal or attachments exceed 125 MB, you must split the documents into multiple files.
